CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES
OF JULY 14, 2022
Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Eric
Skaug, Susan Tao
Commissioners Absent: Gary Mann
Staff Present: Community Development Director Kirsten Sackett, Planning Manager
Vivian Ramsey, Senior Planner Nathan Pate, and Planning Technician Michelene
Torrey
The meeting was called to order at 6:00 p.m. Attendance was called by Secretary
Michelene Torrey. Commissioner Mann was absent. Vice Chair Hepburn moved to
excuse the commissioner’s absence; the motion was seconded by Commissioner
Skaug. Passed unanimously.
Item # 1- Approval of Minutes from June 16, 2022 Meeting
Vice Chair Hepburn moved to approve the minutes; this motion was seconded by
Commissioner Skaug. Passed Unanimously.
Item #2- Public Hearing- Annexation Request for Maple Landing
The commission reviewed an annexation request from Maple Landing LLC for a
property located near Grape Dr. There were two public comments, both individuals were
residents of the Space St. area that was included in the proposed boundary lines as set
by City Council. Both public commentors stated they would be unwilling to connect to
city services and the properties should remain the county.
Vice Chair Hepburn moved to recommend to Council the annexation request with
the exception of the residential lots on Space St, effectively making the annexed
area a “T”.
Seconded by Eric Skaug, motion passed unanimously.

CDD Sackett informed the commission of the updated process for the Comprehensive
Plan and the steps staff, and the consultants will be taking to review the UGA boundaries
and the Comprehensive Plan.
