CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES OF June 8th, 2023 Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Gary Mann, Susan Tao, Adam Weber Commissioners Absent: N/A Staff Present: Community Development Director Kirsten Sackett, Planning Manager Vivian Ramsey, Senior Planner Nathan Pate, Associate Planner Amy Harris, Levi Bisnett, Special Projects Surveyor The meeting was called to order at 6:00 p.m. Attendance was called by Amy Harris. Item # 1- Approval of Minutes from May 25th, 2023 Meeting Commissioner Mann moved to approve the minutes; this motion was seconded by Commissioner Hepburn. Passed Unanimously. Item #2 Shoreline Substantial Development Permit Application; Strevy Retaining Wall 509 Astor Loop presented by Amy Harris (Public Hearing): After the agenda item was announced for the record both Chair Nofziger and Commissioner Mann informed the commission that they both had ex parte knowledge of the project and asked the commission if they should recuse themselves from the hearing, the commission stated they did not have any issue with both members participating in the public hearing due to the nature of the knowledge. Associate Planner Amy Harris presented the staff report for the Strevy Retaining Wall to the commission and the applicant, Chad and Melanie Strevy, who attended the meeting virtually. The public hearing was opened by Chair Nofziger at 6:26PM and with no one from the public in attendance, the public hearing was closed via motion by Hepburn and seconded by Mann at 6:28PM. Discussion ensued regarding the Shoreline Master Program and the necessity of the Shoreline Substantial Development Permit for the retaining wall within the buffer. Mann moved to approve the Shoreline Substantial Development Permit with the PC interpretation that the application was not necessary and the motion was seconded by Hepburn. Passed Unanimously. Item #3 Six Year Transportation Improvement Program – Presented by Levi Bisnett Levi Bisnett presented the City of Moses Lake’s 6 Year TIP to the commission and gave a brief overview of the requirements for the plan from the State and the Growth Management Act. The commission had questions for Levi in regards to the projects the City sees as necessary and the projects that would be considered “wishlist”. Item #4 Staff and Commission Questions and Comments: Planning Manager Vivian Ramsey gave the commission a brief update on the current progess of the development code update and reminded them that the next meeting would take place in the auditorium and a WSDOT Consultant would be in attendance to present. Meeting adjourned at 7:26 PM by Chair Nofziger.
