CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES OF September 14, 2023 Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Gary Mann Commissioners Absent: Adam Weber, Susan Tao Staff Present: Community Development Director Kirsten Peterson, Planning Manager Vivian Ramsey, Senior Planner Nathan Pate, and Planning Technician Michelene Torrey The meeting was called to order at 6:00 p.m. Attendance was called by Secretary Michelene Torrey. Commissioners Weber and Tao were absent. Vice Chair Hepburn moved to excuse Commissioner Weber’s absence; the motion was seconded by Commissioner Mann. Passed unanimously. Vice Chair Hepburn moved to leave Commissioner Tao’s absence unexcused until such time that a reason for the absence could be ascertained at which time the unexcused absence could be excused, seconded by Commissioner Mann. Passed Unanimously. Item # 1- Approval of Minutes from August 10th and August 31st Meeting Vice Chair Hepburn moved to approve the minutes for both the August 10th and August 31st meetings, seconded by Commissioner Mann. Item #2- Municipal Code Update The commission reviewed the first portion of Division III (Zoning and Land Use) of the new Uniform Development Code. Division III includes the land use matrix and the commission reviewed allowable uses within the commercial and industrial zones. Item #3 Short Course Video – Department of Commerce A short video was shown to the commission on the public participation process and the duty of the commission as well as staff during public outreach. Meeting adjourned at 8:07 pm by Chair Nofziger.
