CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES OF August 31, 2023 Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Gary Mann, Susan Tao Commissioners Absent: Adam Weber Staff Present: Community Development Director Kirsten Peterson, Planning Manager Vivian Ramsey, Senior Planner Nathan Pate, and Planning Technician Michelene Torrey The meeting was called to order at 6:00 p.m. Attendance was called by Secretary Michelene Torrey. Commissioner Weber was absent. Vice Chair Hepburn moved to excuse the commissioner’s absence; the motion was seconded by Commissioner Mann. Passed unanimously. Item # 1- Approval of Minutes from August 10th Meeting Commissioner Mann requested a correction to the August 10th Meeting Minutes for a clerical error, August 10th Minutes will be taken back to the commission for their approval at the September 14th Meeting. Item #2- Municipal Code Update The commission reviewed the first portion of Division III (Zoning and Land Use) of the new Uniform Development Code. Division III includes the land use matrix and the commission reviewed allowable uses with the residential zones. Discussion centered around the R-3 (Multifamily Residential Zone) and allowable uses. Item #3 Short Course Video – Department of Commerce A short video was shown to the commission on the updating process of the comprehensive plan. Meeting adjourned at 8:03 pm by Vice Chair Hepburn.
