CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES OF April 4, 2024 Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Gary Mann, Commissioners Absent: Susan Tao, Adam Weber Staff Present: Community Development Director Kirsten Peterson, Senior Planner Nathan Pate, and Planning Technician Michelene Torrey The meeting was called to order at 5:00 p.m. Attendance was called by Secretary Michelene Torrey. Vice Chair Hepburn moved to excuse Commissioner Weber’s absence; Commissioner Mann seconded by. Commissioner Tao is currently unavailable and was previously excused for her elongated absence. Passed Unanimously Item # 1- Approval of Minutes from March 21, 2024, Meeting Commissioner Mann moved to approve the minutes, seconded by Vice Chair Hepburn. Passed Unanimously. Item #2 – Development Code Review- The commission and staff reviewed the Critical areas, Subdivision, SEPA, and Airport Overlay District sections of the Uniform Development Code. The commission had questions on the shrub steppe areas and infill development, specifically low grade shrub steppe and the low impacts of infill development. In the review of the Subdivision section of the code conversation centered around the necessity for bonding and contractor/developer requirements. The commission had previously reviewed the SEPA section of the code and did not have any additional questions on the contents. Although on the agenda, the commission did not review the Sign section of the code and agreed to review the section at the next meeting scheduled for April 18. Meeting adjourned at 7:46 PM by Chair Nofziger.
