CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES OF March 21, 2024 Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Gary Mann, Commissioners Absent: Susan Tao, Adam Weber Staff Present: Community Development Director Kirsten Peterson, Planning Manager Vivian Ramsey, Senior Planner Nathan Pate, and Planning Technician Michelene Torrey The meeting was called to order at 5:00 p.m. Attendance was called by Secretary Michelene Torrey. Commissioner Mann moved to excuse Commissioner Weber’s absence, seconded by Vice Chair Hepburn. Commissioner Tao is currently unavailable and was previously excused for her elongated absence. Passed Unanimously Item # 1- Approval of Minutes from March 7, 2024, Meeting Commissioner Mann moved to approve the minutes with the correction of a small scrivener’s error in attendance, seconded by Vice Chair Hepburn. Passed Unanimously. Item #2 WSDOT Wetland Buffer Reduction- The commission reviewed the WSDOT buffer reduction request with Tara Stone from WSDOT. The application requested a wetland buffer reduction for the development of the new roundabout located on Hansen Rd. Vice Chair Hepburn moved to approve the Request for Alteration of Wetland Buffer including the findings of fact as written in the staff report dated January 3, 2024. Motion seconded by Commissioner Mann, passed unanimously. Vice Chair Hepburn moved to approve the Habitat Review including the findings of fact as written in the staff reported dated January 3, 2024. Seconded by Commissioner Mann, Passed Unanimously. Item #3 – Development Code Review- The commission and staff reviewed the Development standards for the new development code with emphasis on the new lot sizes. The code sections that were previously brought to the commission had changed to a lower amount, conversation centered around the setbacks within those new lot sizes as well as the ability to fit duplexes.
