Recycling and Sanitation Commission Minutes of the Monthly Meeting March 19, 2014 Commission Members and Others in Attendance: Don Arnold (Guest - CountrySide Community Recycling) Pete Bowlus Peggy Fleming Ken Humble Bob King (Council Liaison) Pat Rockinberg(Mayor) James Stargel (Chairman) Mary Van Metre (Town Staff) Tom Walters (Guest - Mt. Airy VFC) Tom Neff was not in attendance 1. Chairman Stargel called the meeting to order and Ken Humble led all in the Pledge of Allegiance 2. January 2014 minutes were approved with one correction, motion by Bob King and second by Mary Van Metre 3. Citizen's Comments a. Mayor Rockinberg introduced Don Arnold of CountrySide and Tom Walters of the Mt. Airy VFC. He noted the representative from Boy Scout Troop 460 was not in attendance. b. Mr. Arnold proposed a community recycling event to be held at the Mt. Airy VFC carnival grounds and the profits would be split 50/50 between the Fire Company and Boy Scout Troop 460. Mr. Arnold wishes to give back to the Fire Company and the Boy Scouts for the help they have given him. The event would be open to the entire area; not just town residents. He will provide the specs for items to be recycled which will then be advertised by the Town. It was noted the Town is having their bulk pick up which is limited to two items on April 26 and Boy Scout Troop 1191 is holding an electronics recycling event on April 26. c. Mayor Rockinberg will be the point person between all parties. VP Tom Walters noted he would present the request for the use of the carnival grounds to the Board of Directors. The Mayor will keep Councilman King and Chairman Stargel in the loop. 4. Update on downtown trash and recycling center a. No suggestions back from Beautification Commission or Arts Council 5. Yard Waste Collection Amounts a. No Report on yard waste or Christmas tree pick up as Unity representative was not present 6. Shredding Event a. Town Shred event will be Saturday, May 10 from 10 to 1 at Watkins Park by Secured Shred b. Mary Van Metre will confirm the use with the Parks and Rec Commission c. Senior Center Shred event is April 24 at the Senior Center 7. Carroll County Recycling and Waste Collection Meeting a. Mary Van Metre reported on the meeting which was attended by Mary, Pete Bowlus, and Peggy Fleming b. Discussion of recycling was stopped as the Carroll County staff needed more information c. Mary will contact Maria Myers regarding the concerns with the downtown apartments recycling 8. Master Plan with regards to Recycling and Sanitation a. Chairman Stargel provided handouts for a trash contingency plan in event of a major disaster b. Watkins Park will be considered as trash drop off location in an emergency c. Town Manager, Monica Weierbach is on the County Emergency Management Committee 9. Frederick County Reimbursement for Recycling a. Councilman King contacted Thurmont Mayor John Kinnaird regarding newspaper article b. Reimbursement was for Town Recycling Dumpsters for out of town residents. Frederick County is not providing curbside recycling for this area. 10. 2014 - 2015 Budget a. Handouts were provided regarding the Recycling and Sanitation budget b. Proposed budget is $12,000 less than last year c. Town staff is working with Unity on balancing the invoices with the landfill tickets. d. Landfill tonnage is down by 200 tons e. Discussion held regarding only $500 in budget for Education 11. Elkridge Recycling Center a. Pete Bowlus suggested the Commission go to the Elkridge Recycling Center to view the separation process of the single stream recycling. He feels there is still a need to educate the public regarding proper recycling so a truck load does not become contaminated and then go to the landfill. 12. Next Regular Meeting - Wednesday, May 21 @ 7pm SUMMARY OF ACTION ITEMS:  Mary Van Metre will contact Parks and Rec Commission for Watkins Park for Shred Event (Completed)  Mayor Rockinberg to keep Councilman King and Chairman Stargel in loop on CountrySide Community Recycling Event  Mary Van Metre will keep commission posted on tonnage figures from Unity  Commission members to review the contingency plan for "what ifs"; Chairman Stargel suggested the UN website as a good resource Peggy Fleming, Secretary
