Recycling and Sanitation Commission Minutes of the Monthly Meeting November 16, 2016 Commission Members and Others in Attendance: Pete Bowlus J A Burke (Guest and Representative of Mount Airy Messenger) Mike Dixon Peggy Fleming Ken Humble Shannon Mellott (Guest and Representative of J and J Trash Services) Tom Neff (Co-Chairman) Jim Stargel ( Co -Chairman) Councilman Scott Strong (Council Liaison) Kathie Trivelli Tobi Drabczyk was not in attendance 1. Chairman Jim Stargel called the meeting to order and led all in the Pledge of Allegiance 2. July 2016 minutes were approved with motion by Pete Bowlus; second by Tom Neff; motion carried. 3. Citizen's Comments a. Town received email from resident asking about acceptable household trash as at times some of his trash is not picked up b. Mary VanMetre is updating the Recycling and Sanitation information and it has been reviewed by the commission with one change. c. Pete Bowlus, Historical Society VP, discussed the Hall of Fame nominations and distributed forms d. Resident of Nottingham complained of noise of trash trucks at 6:30 am waking her infant. Town staff informed her trash pickup was early so trucks would be out of the neighborhood before the school buses. 4. Recycling App a. Review of survey questions was done with no changes b. Discussion held on held to conduct the surveys. c. Each commission member to bring ten completed surveys to the January meeting; Members to take it to various service organizations also d. Possibly have link on Town website e. Tom Neff made a motion to do the survey as described above, Pete Bowlus seconded, motion carried. 5. 407 S. Main Street - Overflowing Recycling and Trash Cans a. The problem seems to be resolved as overflowing cans no longer on curb 6. Shred Event a. Will try to move to a Spring date for hours 10 to Noon b. Ken Humble will get cost from Secured Shred, Westminster c. Mike Dixon will do the battery recycling. d. Peggy Fleming noted the Commission needs to do more advertising for the event 7. Review and Comparison of Landfill Rates a. Town staff was not present to review the Carroll and Frederick County landfill rates b. Ms. Mellott noted that J and J prefers to haul all trash to Frederick County landfill as it adds two hours to their trips to go to the Carroll County landfill. c. This will be discussed at the January meeting. d. Tom Neff and Pete Bowlus both told Ms. Mellott what a good job J and J was doing. e. Chairman Stargel noted how the trash complaints have dropped since J and J started in July. 8. Recycling Pickups in the Town a. Ms. Mellott asked about the number of recycling pickups as J and J had a call from Town Hall advising there should be three a week. There is now overflow at the railroad yard. b. Commission advised the residential recycling was one pick up a week on Wednesday. c. The Downtown recycling dumpster at the railroad yard should be picked up three times a week. d. Ken Humble asked if the drivers could be reminded not to place the empty trash cans/toters in front of driveways and mail boxes. 10. Green Team - Update a. Tony Burke asked the status of the Green Team b. Chairman Stargel noted it meets on the opposite month of the Recycling Commission and they have had two meetings. . 16. Meeting adjourned with motion by Jim Stargel. 17. Next Regular Meeting - January 18, 2017 @ 7 p.m. SUMMARY OF ACTION ITEMS: • Jim Stargel to discuss recycling and sanitation information revision with Mary VanMetre • Mary VanMetre to figure landfill rates for both counties and compare • All commission members to bring ten completed surveys to January meeting • Ken Humble to obtain a price from Secured Shred for a two hour shred event Peggy Fleming, Secretary
