Recycling and Sanitation Commission Minutes of the Monthly Meeting January 18, 2017 Commission Members and Others in Attendance: Pete Bowlus J A Burke (Guest and Representative of Mount Airy Messenger) John Cavell (Guest and Representative of J and J Trash Services) Mike Dixon Peggy Fleming Ken Humble Tom Neff (Co-Chairman) Jim Stargel ( Co-Chairman) Mary VanMetre (Town Staff) Tobi Drabczyk, Councilman Scott Strong, and Kathie Trivelli were not in attendance 1. Chairman Jim Stargel called the meeting to order and led all in the Pledge of Allegiance 2. November 2016 minutes were approved with motion by Pete Bowlus; second by Tom Neff; motion carried. 3. Citizen's Comments a. Town received request for a No Parking Sign to be placed on the Downtown Recycling Center and the Commission noted this would be fine. Town staff will be requested to install sign. b. Town received a request for modifying gate on the Downtown Recycling Center; after discussion with the hauler it was decided to leave gate as it is. Users can enter via the side door instead of opening the gate. . 4. Recycling App a. Discussed results of the surveys. Kudos to Commission Member Pete Bowlus for turning in the most surveys! b. Some resident comments were: Can Styrofoam be recycled; hauler doing good job, Crews hustle and place cans out of the road and driveways, how to promote the Green Team c. Chairman Stargel will tabulate the surveys and report to the commission at the March meeting; Please turn in all surveys within the next three weeks. d. Decision on Recycling App will be made after surveys tabulated 5. Recycling and Trash being Mixed together a. John Cavell ( J & J) suggested giving all residents a 96 gallon trash toter as a way to increase recycling b. Tagging trash that has recycled items and vice versa was also suggested as a way to educate the residents c. Mr. Cavell suggested tagging up to ten a month and his staff would apply the stickers. d. It was decided Commission Member Pete Bowlus will ride along with the recycling truck at a later date. e. Code enforcement will be discussed at the March meeting. 6. Shred Event a. Ken Humble reported sadly the owner of Secured Shred passed away earlier this month. b. It was suggested Mary VanMetre will try to get pricing for a shred event from another company c. Mike Dixon will do the battery recycling. d. The Commission would like to proceed with a shred/battery recycling event. e. Date will be after the Senior Center shred event. 7. Review and Comparison of Landfill Rates a. Mary VanMetre reported the Carroll County landfill rates are $64 per ton and Frederick County is $69 per ton. If all of Mt. Airy's trash went to Frederick County, the town could have an estimated increase of $9,000 for the year. b. John Cavell noted he bid the job based on hauling the trash to Frederick County. His company is based in Frederick. Hauling to Carroll County landfill in Westminster increases all of his costs due to the extra distance. Mr. Cavell suggested contacting Phil Harris to see if Mt. Airy could receive a discount. c. The bid packet did not specify that the Carroll County trash be taken to Carroll County. Frederick County will accept Mt. Airy's Carroll County trash.  d. Mary VanMetre will contact Phil Harris of Frederick County to request a discount for Mt. Airy. e. This will be further discussed at the March meeting. 8. Updated Recycling Information a. The updated information has been reviewed and project is completed. 9. Commission Election at March Meeting. a. Commission Chairman Jim Stargel asked if anyone was interested in the position of chairman and secretary or if all agree to keep the same which is Jim Stargel, Co-Chair; Tom Neff, Co-Chair; Peggy Fleming, secretary. b. Chairman Stargel said the above will be confirmed at the March meeting. 10. Bulk Pick up a. The commission would like to have a spring bulk pick up with a limit of two items. b. Date will be April 29, 2017 ( need to have on a non yard waste pick up date). c. Mary VanMetre will review the acceptable and exempt items with J and J staff. 11. Budget Items a. Mary VanMetre asked for input on budget items. b. Commission agreed to keep the Recycling App in the budget. c. Commission would like an increase to $1,500 in the Public information/Education funding. This will be further discussed at the March meeting. d. Commission would like to have a presence at the Farmer's Market and also have our events included with the Main Street advertising. e. Camera at the downtown recycling center - this item will be put on hold until renovation of the Train Station. Camera needs to be updated with a better internet connection. 12. Meeting adjourned with motion by Jim Stargel. 13. Next Regular Meeting - March 15, 2017 @ 7 p.m. SUMMARY OF ACTION ITEMS: • Jim Stargel to tabulate surveys and distribute the results at the March meeting. • Mary VanMetre to contact Frederick County (Phil Harris) regarding discounted landfill rates • Mary VanMetre to get prices for a three hour shred event. • All commission members to think about education and code enforcement for recycling • All commission members to think about how to reach out and provide public education Addendum: Mary VanMetre contacted the following companies for prices for shred event: Shred It $250.00 per hour Eco shred $200.00 per hour All Shred $150 per hour plus 10% fuel surcharge (located in Frederick Co.) Mary VanMetre contacted Frederick County: Discounts are no longer given to municipalities Carroll County will be increasing rates to $66 per ton in 2017-18 fiscal year Peggy Fleming, Secretary
