Recycling and Sanitation Commission Minutes of the Monthly Meeting November 14, 2018 Commission Members and Others in Attendance: Kathy Balderson Pete Bowlus J A Burke (Representative of Mount Airy Messenger) Mike Dixon Peggy Fleming Tom Neff Jason Poirier (Council Liaison) Mary VanMetre (Town Staff) Ken Humble was not in attendance 1. Commission Chair Tom Neff called the meeting to order and led all in the Pledge of Allegiance 2. July 2018 minutes were approved with motion by Pete Bowlus, seconded Kathy Balderson; motion carried. 3. Citizen's Comments a. Councilman Poirier noted some houses in the Nottingham neighborhood were missed for trash and recycling pick up. J and J did come either the same day or next day to missed stops. 4. J & J Items a. All commission members were in favor of NOT purchasing 65 gallon trash toters. It would take 10 years of savings to recoup the cost of the toters. b. After a brief discussion, Pete Bowlus made a motion to extend the contract of J & J for an additional three years. Mike Dixon seconded, and the motion carried. c. Mary VanMetre will call J & J to confirm; she will compose letter to present to Town Council to recommend the contract extension. 5. Wildwood Park - Later Set Out Time a. Pete Bowlus had requested a later set out time for the residents of Wildwood Park. J & J was not in attendance to ask how it would impact their route and schedule. b. Pete Bowlus requested the item to be tabled until the January meeting. 6. Review New Ordinance - Grass & Leaves in the Street a. The draft ordinance was reviewed. Councilman Poirier explained the Code Enforcer would give a warning first and the resident would have 48 hours to remove the debris from the street. If not cleaned up after 48 hours, then the fine would be imposed. b. After discussion, Pete Bowlus made a motion to have the ordinance sent to the Town Council; Kathy Balderson seconded, and the motion carried. Mr. Bowlus thanked Mr. Poirier for the work he had done to create this ordinance. 7. Drug Take Back Day a. Mary VanMetre reported the DEA did not provide a report to the Chief, but three large yard waste bags were collected with an estimated weight of 90 lbs. b. Chairman Neff thanked Commission Members, Pete Bowlus, Peggy Fleming, and Kathy Balderson and also Tom Fleming for working the Drug Take Back Day. c. Councilman Poirier expressed his support for participation in the National Drug Take Back Day. d. The number of signs has decreased to 16 from the original 20. The commission agreed to purchase four more signs so we again have 20. 8. Recycling Video a. Jason Poirier reported Ashley Collier is working on a new recycling video. b. The new video will be available to be viewed at the January 16, 2019 meeting. 9. Recycle Coach App a. Mary VanMetre distributed the report for October. Total subscribers are 309 with 9 new subscribers. b. Jason Poirier asked if the App could send out notifications to the subscribers when something new has been added. Mary will check.  c. We should check to see if the Carroll County special recycling and shred dates can be added to the Recycle Coach app; Also add the Drug Take Back Date 10. Mt. Airy Messenger - add information to center of paper a. Mary has not yet had time to check with Becky to see if it can be done and any additional cost. 11. January Christmas Tree Pick up a. The Christmas tree pick up is also a yard waste pick up. Yard waste was not picked up by the hauler last year. b. Mary will contact J & J to advise them January 12 is both Christmas tree and yard waste pick up. c. Mary will contact Recycle Coach to have yard waste added to January 12. 12. Recycling Market Decline a. Chairman Neff suggested the Commission invite the Carroll County (Maria Myers) and the Frederick County (Ann Marie Creamer) to upcoming meetings to discuss changes in recycling. It has been over three years since they had visited. Pete Bowlus thought it would be good to open the communication lines so we all can be better informed. b. Chairman Neff will extend invitations to both to attend an upcoming meeting. c. Chairman Neff asked if there was any interest in touring the Waste Management Recycle America facility. There was interest. He will check and then give us some dates to choose one for the tour. 13. Maryland Open Meetings Act - Academy Core Class a. Chairman Neff reported the following attended the recent class held at the MAVFC Reception Hall: Pete Bowlus, Mike Dixon, Kathy Balderson, and himself 14. Council Liaison Poirier Report a. Jason noted how the community all pulled together and worked to clean up after the tornado of November 2; He was impressed with Potomac Edison as all had power within 24 to 36 hours after the tornado. b. He also noted he did not vote for the ordinance 2018-16 presented at the last Town Council meeting regarding liaisons voting as commission members. The Council is waiting for clarification from the lawyer 15. Chairman Neff reminded all that RSVPs are due November 20th for the Town Appreciation Dinner to be held November 27. 16. Meeting adjourned with a motion by Pete Bowlus and second by Kathy Balderson; motion carried. 17. Next Regular Meeting - January 16, 2019 @ 7 p.m. SPECIAL NOTE: A Happy Birthday to Jason, who attended the meeting on his birthday! SUMMARY OF ACTION ITEMS: Mary VanMetre: • Compose Letter to Town Council recommending extending the Recycling and Trash pickup contract for J & J. Letter to be given to Jason Poirier. • Call J & J to confirm bid extension with first year rates remaining the same as current rates. • Contact J & J to advise January 12 includes both Christmas tree pick up and yard waste pick up • Purchase an additional four Drug Take Back signs to bring the total to 20. • Check with Recycle Coach to updated Jan 12 with yard waste bag; Add Drug Take Back Day; ask if app can send out notifications to subscribers when something new added • Check to see if the Carroll County shred and hazardous waste dates be added to the Mt. Airy app • Check with Mt. Airy Messenger to see if Town information can be added to center instead of last page and if there is an additional cost. Jason Poirier: • Introduce letter requesting extension of the contract of J & J for an additional three years. • Present new Grass/Leaves/Debris in the street at the December 3rd Town Council meeting. • Work with Ashley on completing new recycling video Tom Neff • Invite Maria Myers and Ann Marie Creamer to upcoming recycling commission meetings. • Arrange a tour of the Waste Management Recycle America facility in Elkridge, MD Peggy Fleming, Secretary
