Town of Mount Airy Water and Sewer Commission Meeting Minutes November 7, 2018 Commission members in attendance: Dick Swanson, Council Liaison Peter Helt, Mark Moxley, Fred Goundry, Karl Munder and Ron Runkles. Minutes: Ron Runkles moved to approve the minutes of the October 3, 2018 meeting. Seconded by Peter Helt and the motion passed unanimously. Old Business: Stormwater Management Update: Dick Swanson distributed copies of the Carroll County Fall 2018 issue of the “down to earth” newsletter containing a article on the restoration of the Merridale Stormwater Management Facility. He also reported on the October 11th meeting he attended with town staff and Carroll County to discuss with MDE representatives dam safety options for the Deer Hollow Drive pond; namely removing the designation as a dam since a new stormwater management facility will be built in East West Park. MDE will review options, coordinate with the Attorney General's office and get back to us. Rainfall & Tornado Impact on Infrastructure: Dick Swanson gave the members current flow data and rainfall for October. Although rainfall for October was slightly below normal (a little over 3 inches), WWTP flow continued to average over 1 million gpd mostly due to the saturated ground's inability to absorb much water causing runoff into the sewer system. The commission previously recommended that the FY 2020 budget include targeted funding to address those places where inflow is the greatest. Brian Johnson agreed and will assist in identifying specific locations for consideration. The November 2nd tornado did not impact the water or stormwater infrastructure. It knocked out one generator at the WWTP which was quickly replaced. There was no disruption of service. Salt Management Plan: Previously Dick Swanson asked the members whether the commission should recommend implementing a formal salt management plan for Mount Airy based on a Salt Management Plan template for municipalities encourage by the state. Dick Swanson provided the members with the a copy of the index to the 39 page document. He suggested that given the apparent overwhelming administrative burden this would place on the town and given the fact that there are no existing problems managing our salt program, the commission not consider recommending implementing this salt management plan. Since the members did not have the complete template, Dick Swanson would email it to the everyone. He asked the members to review the template to confirm or change the commission's October recommendation at the November meeting. The members agreed to defer any action until the state requires municipalities to create a plan. FY 2018 Financials & FY 2020 Budget: Item deferred at this time. Other Business: Karl Munder advised the commission that MDE will lower the sulfur standard to 15 part per million in July. He pointed out that even at current levels low sulfur standards can cause corrosion to metal tanks and he suggested that the Town consider inspecting all its tanks to determine if any corrosion has or is occurring since evidence of corrosion could become a FY 2020 budget issue should some takes need remediation or replacement. He also noted that a Wawa is considering building a station at the intersection of S Main Street & Rt 27. The concern is whether this could negatively impact the well at the end of S Main Street. Adjournment: Mark Moxley moved to adjourn the meeting. Seconded by Karl Munder and passed by unanimous vote. The meeting was adjourned at 7:45 pm.
