Recycling and Sanitation Commission Minutes of the Monthly Meeting May 15, 2019 Commission Members and Others in Attendance: Kathy Balderson Pete Bowlus J A Burke (Representative of Mount Airy Messenger) Gina Campanile (Director of Communications and Events) Alexis Cavell (J and J Trash Services) John Cavell (J and J Trash Services) Annmarie Creamer (Frederick Co Recycling Outreach Program) Mike Dixon Peggy Fleming Frank Johnson (Guest) Luke Johnson (Guest and member of Boy Scout Troop 1191) Ken Humble Tom Neff Jason Poirier (Council Liaison) Mary VanMetre (Town Staff) 1. Commission Chair Tom Neff called the meeting to order and led all in the Pledge of Allegiance 2. March 2019 minutes were approved with motion by Mike Dixon; seconded Kathy Balderson; motion carried. 3. Citizen's Comments - None 4. Ordinance 64-5: Residential Trash Collection. a. J and J distributed handout noting advantages to using toters and single arm truck b. Town savings estimated at $3,000 per month c. Mr. Cavell suggested a test neighborhood of town homes and he would provide test toters 1. If Town does not go forward; Town would pay $5 per toter cleaning fee d. Mr. Cavell suggested contacting the Lake Linganore HOA as they just switched 1. Mr. Cavell to give Mary VanMetre the contact information e. Tabled to July 17th meeting to give time to contact Lake Linganore 5. Ordinance 2019-1 a. Town Council passed the yard waste/grass clippings in street ordinance b. Resident has four hours to clean out of street before a violation may be reported to MAPD 6. New Recycling Video a. Gina Campanile played the updated video b. Number of views show on the site 7. Bulk Pick Up - April 13, 2018 a. 16.5 tons of bulk collected and taken to the landfill b. Metal Truck - No report received to date 8. Drug Take Back Day - April 27, 2019 a. Four bags collected - successful day b. Sharps were collected, but MAPD noted they are no longer collecting sharps c. Ms. Creamer advised sharps could be disposed of in landfill in a hard plastic container d. She will forward the instructions for proper disposable to the Town e. Pete Bowlus suggested in 2020, the Town combine the Shred/Battery event with the April Drug take back day and have all in one location. f. Town will need to get permission from the property owner to set up the Shred event. 9. Shred/Battery Event - May 18, 2019 a. 20 Signs have been placed around town b. Mike Dixon, Carl Dixon, Pete Bowlus and Peggy Fleming will be working the event 10. Recycle Coach App a. The App has been updated with all the yard waste dates July 2020 b. Mary distributed report showing App had 1,454 interactions c. Mary asked that we check our apps for the short videos we are paying to have posted 11. Presentation - Annmarie Creamer, Frederick County Recycling Outreach a. Three handouts were distributed. - Remainder will be given out at the May 18 Shred Event b. Annmarie explained about plastic bag recycling or Plastic Film Recycling - she provided webpage link c. Gina Campanile will add link to the Town's Recycling & Sanitation page c. Shredded paper is NO longer recyclable. No cups, including plastic are recyclable. d. Annmarie advised about a business Yuk Old Paint that Middletown, MD used. They collect all paint. e. ALL of the Town of Mt. Airy recycling goes to Frederick County; Residents need to use the Frederick County recycling guidelines. f. Annmarie will send Town new brochure once created; Town will update labels for the recycling toters g. Tom Neff will set up a visit to the Frederick County Landfill and Transfer Station 12. Council Liaison Poirier Report a. Jason noted a resident on Montgomery Ave has contacted him multiple times regarding the trash truck running over his yard, railroad ties, and now resident has placed a boulder in his yard. b. Area of concern is an alley that multiple households use to set out their trash - it is not a town street c. This was an issue in 2015 and Commission voted to send letters; Town never sent the letters and nothing further was done. d. Jason suggested that J and J have until the end of May to see if the issue can be resolved by driving a different route into the alley. If not, then Town will draft a letter to send the residents that would be impacted. Trash/Recycles would need to be placed on a street and not in the alley. 13. Meeting adjourned with a motion by Ken Humble and second by Pete and Kathy; motion carried. 14. Next Regular Meeting – July 17, 2019 @ 7 p.m. SUMMARY OF ACTION ITEMS: Mary VanMetre: • Get price from the Messenger on half page ad for recycling and adding QR code • Contact Lake Linganore HOA for response to toters for trash • Metal Truck report - follow up with J and J • Contact Property Owner of 205 Center St for permission for April 2020 shred event • July - contact Annmarie Creamer regarding new recycling brochure Gina Campanile: • Add Plastic Film Recycling link to Town web page Jason Poirier: • Follow up with J and J on Montgomery Ave and the alley issue • Once new brochure received from Frederick Co; have new toter labels made Tom Neff • Contact and arrange meeting with Lake Linganore HOA • Arrange a tour of the Waste Management Recycle America facility in Elkridge, MD • Arrange tour of Frederick County Transfer Station with Annmarie Creamer Peggy Fleming, Secretary
