Town of Mount Airy Water and Sewer Commission Meeting Minutes May 1, 2019 Commission members in attendance: Dick Swanson, Council Liaison Peter Helt, Mark Moxley, Karl Munder and Ron Runkles. The meeting was called to order at 7:0 0. Minutes: Ron Runkles moved to approve the minutes of the April 3, 2019 meeting. Seconded by Karl Munder and the motion passed unanimously. Old Business: 1. Rainfall/WWTP Update – The data was unavailable. The Chair said that he would email the information to the members when available. 2. Maryland Legislative Update – SB267 (Establish a task force on prohibiting debris from entering storm drains or stormwater inlet) fail to pass. HB417 (Water pollution control notification to the public of sewer overflows and treatment plant bypasses/alterations) passed the General Assembly. HB472 (Constitutional amendment granting citizens greater environmental rights to enforce certain rights, intervene in an action brought by the State or subdivision and other empowerments) failed. SB505 (Environmental violations reporting requirements) passed the General Assembly. 3. FY 2020 Budget – Dick Swanson briefly updated the members on the Council FY 2020 budget workshop. He noted that over $500,000 would be taken from reserves to fund the proposed capital projects. 4. Sewer Discharges and Fats Oils & Grease (FOG) Update – Since the FOG requirements were added to the Town Code, several new food service establishments (FSEs) opened in town, The Commission will be contacting the FSEs to notify them of their filing requirements. To start the process, Dick Swanson passed out draft FOG letter and forms for review of the Commission. The drafts will be revised based on member input and discussed at the June meeting. 5. Town Code Inconsistency in Sewer Infraction Penalties - The Commission reviewed a draft memorandum to the Town Council asking that the Town Code be revised to correct a discrepancy between Section 115-1 and Section 91-36 in the amount of fines for a sewer violation. Ron Runkles moved that the Commission approve the draft memorandum as amended and have the chair present it to the Town Council for action. Seconded by Mark Moxley and passed unanimously. New Business: 1. MOA for Cost Sharing of Stormwater Mitigation Projects and Co-Permittee Responsibiolities – NPDES MS5 Permit – Dick Swanson provided each member with a copy of the current permit and asked that they review and provide comments/suggestions at the June meeting. 2. Other Business: The members thanked departing member Peter Helt for his contributions to the Commission as Peter retired from the Council. Adjournment: Karl Munder moved to adjourn the meeting. Seconded by Mark Moxley and passed by unanimous vote. The meeting adjourned at 7:45 W&S Meeting: The next W&S meeting is June 5, 2019 in Town Hall at 7:00 pm. Prepared by Dick Swanson, Secretary
