Recycling and Sanitation Commission Minutes of the Monthly Meeting July 17, 2019 Commission Members and Others in Attendance: Kathy Balderson Pete Bowlus J A Burke (Representative of Mount Airy Messenger) Troy Cavell (J and J Trash Services) Mike Dixon Peggy Fleming Ken Humble Tom Neff Jason Poirier (Council Liaison) Mary VanMetre (Town Staff) 1. Commission Chair Tom Neff called the meeting to order and led all in the Pledge of Allegiance 2. May 2019 minutes were approved with motion by Pete Bowlus; seconded Kathy Balderson; motion carried. 3. Citizen's Comments a. Mike Dixon brought a question from the Mayor regarding downtown recycling for businesses b. It was noted the Town does provide both trash and recycling dumpsters (6 yard) and they are located in the Rail Yard. There is nothing located near the southern end by Cryin Johnnies. 4. Ordinance 64-5: Residential Trash Collection. a. J and J distributed handout with costs of toters without delivery fee b. 95 Gallon toter - $47 per toter = $150,400 c. 65 Gallon Toter - $43 per toter -= $137,600 d. Lake Linganore HOA has not yet been contacted. 1. Chairman Tom Neff to contact Linganore HOA e. Tabled to September 18th meeting so Lake Linganore HOA can be contacted 5. Bulk Pick Up Metal Truck Report - April 13, 2019 b. Metal Truck - Cost of truck $500; Town receive back $135 credit 6. Shred/Battery Event - May 18, 2019 a. Collected 10,126 pounds of paper b. Collected 429 pounds of batteries c. Mike Dixon distributed all recycling flyers received from Frederick County 7. Montgomery Ave Alley Resolution a. The alley is not a town street and is not maintained by the town b. J and J reported their trucks are too large to use the alley c. Residents that currently place their trash cans in the alley will no longer be able to do so d. Councilman Jason Poirier will draft a letter that Mary VanMetre will have sent to the residents. e. Councilman Poirier and Member Pete Bowlus will do an onsite visit with the affected residents. f. Goal is to have all properly notified before the next issue of the Messenger is published. 8. Report from Joint Commission Meeting a. Chairman Neff attended the joint meeting. He explained the "new rules" regarding recycling and noted we need to do more education on no plastic bags, etc. He also noted the community garden concept for the Sustainability Commission. 9. Trip to Frederick County Recycling Center a. Date is July 23 and be at the Recycling Center by 10:00. b. Attendees will be Councilman Poirier, Chairman Neff, Pete Bowlus, Ken Humble and son, and Kathy Balderson 10. Epi Pen Container a. Tom Neff brought in a detergent container to show how it can be used to dispose of epi pens. b. The fall drug take back day is October 26, 2019 and the containers will be used then 11. Growth Task Force Survey a. Mike Dixon has requested each commission member email him two questions regarding the future of sanitation and recycling to be considered for the new town survey. 12. Recycling Education a. Chairman Neff suggested a table be set up at the Celebrate Mt. Airy in August b. Presentation to middle school students on new recycling requirements 13. Council Liaison Poirier Report a. New play ground equipment for East West Park b. Council working on clarifying open burning ordinance; need to allow for fire pits c. There is a discussion of extending the sidewalks South Main near Rising Ridge 14. Meeting adjourned with a motion by Pete Bowlus and second by Ken Humble; motion carried. 15. Next Regular Meeting – September 18, 2019 @ 7 p.m. SUMMARY OF ACTION ITEMS: Mary VanMetre: • Get price from the Messenger on half page ad for recycling and adding QR code • Contact Annmarie Creamer regarding new recycling brochure Jason Poirier: • Draft letter and do a site visit with residents affected by the alley along Montgomery Ave • Once new brochure received from Frederick Co; have new toter labels made Tom Neff • Contact and arrange meeting with Lake Linganore HOA • Arrange a tour of the Waste Management Recycle America facility in Elkridge, MD • Check to see if Town is having a table setup at Celebrate Mt.
