Meeting Minutes
August 7, 2019
Commission members in attendance: Chair Dick Swanson, Council Liaison Larry Hushour, Mark Moxley
and Ron Runkles. The meeting was called to order at 7:04. Growth & Development Task Force member
Steve Domotor and Council Member Karl Munder also attended the meeting.
Minutes: Mark Moxley moved to approve the minutes of the June 5, 2019 meeting. Seconded by Ron
Runkles and the motion passed unanimously.
Old Business:
1. Stormwater Management Update: Dick Swanson briefed the members on the Carroll
County/Town/citizens meeting to discuss landscaping at the Merridale stormwater pond. The
attendees agreed with the landscape design with a few recommendation suggesting additional
plantings. A 50/50 grant was awarded to the Town for construction of the East West stormwater
pond on the Frederick County side of Town. The grant requires work to begin by June 30, 2020.
Total project cost approximate $800,000.
2. Rainfall/WWTP Update – WWTP flow fell to 734,806 gpd bringing down the year-to-date
average to 1,027,189 gpd. Less rain during July accounted for most of the reduction.
3. Sewer Discharges and Fats Oils & Grease (FOG) Update – Dick Swanson advised the members
that letters to Domino's, Wings of Angels Chicken and Vocelli requesting register their grease traps
with the Town were sent on July 19th. The deadline for registration is August 19th . This will bring
the FOG program up to date and account for new and relocated food service establishments.
4. MOA for Cost Sharing of Stormwater Mitigation Projects and Co-Permittee Responsibilities
– NPDES MS5 Permit – In addition to reviewing the current MOA, Dick Swanson asked the
members to pay special attention to the wording addressing the Frederick County side of Town.
New Business:
1. NPDES Permit for Frederick Side of Mt Airy: Dick Swanson explained that the current NPDES
Phase I permit covering the Frederick County side of Mt Airy was finally issued effective October
2018. Ending in October 2023, the five year permit will require remediation of 20% of the
impervious surfaces in Frederick County. The East West proposed pond will mitigate 58.7 acres or
45% of the total impervious acres in Frederick. That should give the Town enough acreage to cover
the follow-on permit assuming no change in the next permit cycle to the current 20% remediation
requirement.
2. Town Survey: Steve Domotor of the Growth & Development Task Force ask the commission to
provide suggested questions to include in the next Town Survey. A copy of the last survey will be
sent to the members and the commission will discuss possible water/sewer/stormwater questions at
the September meeting.

Adjournment: Mark Moxley moved to adjourn the meeting. Seconded by Ron Runkles and passed by
unanimous vote. The meeting adjourned at 8:10
W&S Meeting: The next W&S meeting is September 4, 2019 in Town Hall at 7:00 pm.
