Minutes of the Monthly Meeting
September 18, 2019

1. Commission Chair Tom Neff called the meeting to order and led all in the Pledge of Allegiance, and a moment
of silence in memory of J and J employee Brian Hawkins
2. July 2019 minutes were approved with motion by Kathy Balderson and second by Tom Neff; motion carried.
3. Citizen's Comments - None
4. Chairman Neff said the trip to the Frederick County Recycling Center and Transfer Station was very
informative. They saw the drop off areas for recycling by homeowners and also saw the yard waste to mulch
and compost operation.
5. Montgomery Ave Alley Resolution
A. Councilman Poirier and Commission Member Pete Bowlus hand delivered letters to all of the impacted
residents. Two were not at home. The trash and recycling is now placed on the appropriate street, and the
trucks no longer travel the alley.
6. Town Toters for Trash/Linganore HOA Visit
a. A visit was not made to the Linganore HOA as it was noted the Town is not similar to Linganore
b. After discussion, Peggy Fleming made a motion to not purchase any trash toters and continue as is. There
was no second and the motion died.
c. Ken Humble made a motion to table the discussion until the November meeting. This motion passed.
7. Report on Mailing of New Recycling Information
a. Mary VanMetre reported the stuffing and mailing was a joint effort by town staff, Tom Neff and Pete
Bowlus from the Commission, and some of our younger citizens.
8. Growth Task Force Town Survey Questions
a. Commission member Mike Dixon reported he still needs two questions from each commission member for
the town survey. Please email him your questions.
9. National Drug Take Back Day
a. The Fall National Drug Take Back Day is October 26, 2019
b. Chief Reitz said the department would be participating.
c. Signs will need to be placed out on Sunday, October 20 - Please see Mary for signs
d. Help will be needed from 9 to 1 on the 26th.
10. Carroll County Recycling Presentation
a. Maria Myers distributed two handouts regarding recycling plastic bags and plastic film, and also the
proper items to place in the single stream recycling. She said the Town may download the flyers to be used
for town residents.
b. Carroll County does not operate their own transfer station as does Frederick County . Currently their
contamination rate is 22% and they are working to get it down to the acceptable 12% rate. The biggest
problem is plastic bags.
11. Council Liaison Poirier Report
a. Dorseytown annexation moved to next meeting.
b. Council working on clarifying open burning ordinance; need to allow for fire pits
c. Town has a deficit of green space according to the APFO ordinance.
14. Meeting adjourned by Chair Tom Neff. Coconut cake was then enjoyed by all!
15. Next Regular Meeting – November 20, 2019 @ 7 p.m.
