Town of Mount Airy Water and Sewer Commission Meeting Minutes October 2, 2019 Commission members in attendance: Chair Dick Swanson, Council Liaison Larry Hushour, John Cherry and Mark Moxley. Ron Runkles was an excused absence. The meeting was called to order at 7:02. Council Member Karl Munder also attended the meeting. Dick Swanson introduced and welcomed John Cherry to the Commission. Minutes: Mark Moxley moved to approve the minutes of the August 7, 2019 meeting. The Commission did not meet in September. Seconded by Dick Swanson and the motion passed unanimously. Old Business: 1. Stormwater Management Update: Dick Swanson reported that final plans for the East West Stormwater Management Pond are due to MDE by December 4th and construction must start before July 1st . Carroll County scaled back stormwater remediation plans for the Harrison-Leishear property limiting remediation efforts to the east side of Route 27 eliminating previously planned work in Mount Airy proper. 2. Rainfall/WWTP Update: WWTP flow fell to 614,900 gpd bringing down the year-to-date average to 942,560 gpd. The WWTP flow dipped below the APFO maximum allowed average annual flow of 960,000 gpd for the first time this calendar year. 3. MOA for Cost Sharing of Stormwater Mitigation Projects and Co-Permittee Responsibilities – NPDES MS5 Permit – Due to the delay and receiving the draft permit from MDE, at the September WRCC meeting the members agreed to recommend that each municipality budget the same cost sharing amount for FY 2021 as in the FY 2020 budget ($82,168) as a “best estimate”. Mark Moxley moved to recommend to the Mayor and Town Council that $82,000 be used to estimate the contribution to the MOA cost sharing for FY 2021. Seconded by John Cherry and passed unanimously. 4. Town Survey: After some discussion, the W&S suggested the following questions be included in the upcoming Town Survey for the Chair to forward to the Growth & Development Task Force:  I feel water quality in Mt Airy is adequate – Yes/No   I feel water pressure in Mt Airy is adequate – Yes/No   What Issues would you like the Water & Sewer Commission to address? New Business: 1. Request for FOG (fats, oils & grease) Variance: Dick Swanson presented Wings of Angels Chicken To Go's request for a variance from Chapter 91 grease trap requirements since the establishment does not have a grease trap on premise. Dick Swanson reviewed the request and physically verified that the FSE does not have a grease trap. John Cherry moved that the W&S recommend that the Town Administrator approved the variance request. Seconded by Mark Moxley and passed unanimously. Other Business: Adjournment: Dick Swanson moved to adjourn the meeting. Seconded by Mark Moxley and passed by unanimous vote.
