Streets and Roads Commission Meeting Minutes April 23, 2015 Commission members in attendance: Chair, Tom Flemming; Lori Stone; Councilman Ken Phebus; John Stuehmeier; Jennifer Smith. Citizens: None I. Call to Order: The meeting was called to order at 7:37 p.m. II. Administrative items a. Departmental Report/Council Liaison Report Presented by Councilman Phebus. The following items were discussed: 1. Town Paving Projects – members of the Commission met with Town representatives to discuss the Town’s plans for repaving projects during the upcoming season. The Town plans to do milling and repavement on Park Avenue, Ridge Avenue to Merridale Avenue and Dorsey Avenue. Patching projects are planned for about 18 different priority areas throughout the Town. This year the Town will pool financial resources from the FY2015 and FY2016 budgets to complete these projects. 2. Sidewalk Improvement Projects – The Town is planning side walk improvement projects along Main Street between Watersville Road and Northtown Country and on East Ridgeville Blvd from xxxxxx to Conestoga Court. 3. Entrance Improvement on East Ridgeville Blvd. – The Town will be reconfiguring the driveway entrance located at the end of East Ridgeville Bld. east of Conestoga Court due to conflicts with industrial and residential traffic at this location. 4. Town Maintenance Facility Improvements – The Town has recently begun construction on a new wash bay facility at the Town Maintenance Garage on Prospect Road. 5. Route 27 Corridor Study – The Town Council has recently approved funding in the amount of $77,000 to perform a regional transportation and traffic study along the Route 27 corridor. 6. Verizon Building Drainage Improvement – the Town is currently working on improvements to the storm drainage system along Main Street in front of the Verizon Building. 1 7. The Town Council is considering having the Streets and Roads Commission review and comment on the Town sidewalk criteria. This issue will be discussed in a future meeting. b. Approval of prior minutes A motion to approve the minutes from the February 26, 2015 meeting was offered by Lori and seconded by John. III. Old Business a. Exit onto Main Street from Ridgeville Gas and Go The exit out of the Ridgeville Gas and Go onto Main Street requires a No Left Turn sign. This sign is missing. Town staff will contact the owner. IV. New Business a. Pedestrian Safety Crossing at MD 27 and Center Street. Larry Hushour, a member of the Parks and Recreation Commission, has indicated interest in applying for a grant from SHA to design and construct a pedestrian crossing at the intersection of MD 27 and Center Street as part of the Rails to Trails Project. The Commission discussed this project and was generally in support. b. Buffalo Road Speeding in the Vicinity of Sterling Glen. Residents of the Sterling Glen community continue to indicate concern of speeding for vehicles traveling on Buffalo Road in the vicinity of Sterling Glen. The Commission received a second complaint and request to investigate this issue at the intersection of Buffalo Road and Vintage Way. MD State Resident Troopers evaluated this area last year at about this same time and continue to occasionally patrol this area. John Stuehmeier contacted both the Frederick County and Carroll County Sheriff Departments last year about this issue. Councilman Phebus will follow up with the resident. c. Merridale and Midway Avenue Stopping Issue. Councilman Phebus indicated he has received a number of complaints about vehicles traveling this area with excessive speed and not adhering to all-way stop traffic control signs. John Stuehmeier will request MD State Resident Troopers patrol this intersection. The commission also recommended the Town perform a speed study in this area. Tom will discuss the speed study recommendation with the Town staff. 2 d. Traffic Control Signage and Stripping at Buffalo Road and Main Street. Jennifer Smith questioned when the Town will complete the striping of the center line on Buffalo Road at the intersection of Main Street. V.
