Meeting Minutes
June 25, 2015
Commission members in attendance: Chair, Tom Flemming; Lori Stone; Councilman
Ken Phebus; John Stuehmeier; Jennifer Smith, Mayor Pat Rockinberg.
Citizens: None
I. Call to Order: The meeting was called to order at 7:31 p.m.
II. Administrative items
a. Notes from the Chairman
1. Traffic improvements on South Main Street and Ridgeville
Boulevard have begun. The Maryland State Highway
Administration (SHA) is installing ADA compliant
pedestrian crossings, and pedestrian crossing signals at this
intersection.
2. SHA has indicated the warrants are not met at this
intersection for left turn signals for vehicles traveling on
Ridgeville Blvd turning left in either direction onto Main
Street.
3. The Opticom signal installation is in the process at the
intersection of MD 27 and Mill Bottom Road.
4. The improvements for Northbound MD 27 at Center Street
remain in the SHA budget for this fiscal year. This project
will involve constructing a left turn lane for the Knills Farm
and Seventh Day Adventist Church entrance.
b. Departmental Report/Council Liaison Report
Presented by Councilman Phebus. The following items were discussed:
1. Town Paving Projects – The Town is currently performing
patch paving repair work around Town.
2. The Town is upgrading sidewalks and ramps along Park
Avenue from Cross Street to Windy Knoll to meet ADA
requirements.
3. The Town Council has decided to table potential sidewalk
improvements along North Main Street. The funding
available for this project remains in the budget. Coucilman
Phebus asked members of the Streets and Roads
Commission to think about other traffic improvement
related uses for these funds.

4. Route 27 Corridor Study – The Town Council has selected
the consultant to perform a regional transportation and
traffic study along the Route 27 corridor. The hired
consultant has begun performing traffic counts in the area.
5. Councilman Phebus has received complaints about vehicles
parking on both sides of Center Street at Lookout Street.
The complaints suggest difficulty seeing around these
vehicles to safely make a right or left turn from Lookout
Street to Center Street. There was a motion by Tom and a
second from Councilman Phebus to recommend the Town
install “No Parking” signs along the north side of Center
Street between Lookout Street and Cross Street.
6. Councilman Phebus has received a request to restripe the
parking area on Center Street near the Gun Shack to
provide at least one ADA compliant handicap parking
space. The Streets and Roads Commission will look into
making a recommendation to the Town regarding this
request.
c. Approval of prior minutes
The minutes from the April 25, 2015 meeting were approved.
III. Old Business

IV. New Business
a. Sidewalk Maintenance
Tom has received a list of questions and concerns about sidewalk
ownership and maintenance from Town residents. The Town will perform
maintenance on sidewalks where roots from a tree located within the grass
strip between the curb and the sidewalk causes sidewalk destruction. All
other sidewalk maintenance issues are the responsibility of the owner of
the property fronting the sidewalk. The only exceptions to this are along
Troon Circle and in Summerwood 1 and 2 where the Town owns the
sidewalks.
b. Town Traffic Management Plan
Tom would like the Commission members to develop a Town Traffic
Management Plan document explaining what traffic management is
required for a potential event. This document would be available for
anyone planning an event in the Town or near the Town where traffic

management on Town or State owned roads would be needed. The
Commission members agreed this would be a good and proactive project
to undertake. Tom will contact Commission members on a possible future
work session to develop this document.
c. Flashing Stop Sign at the intersection of Buffalo Road and Scotch
Heather
Councilman Phebus requested the Commission consider recommending
the installation of one or two flashing stop signs on Buffalo Road at the
intersection with Scotch Heather. The Commission members voted in
favor of making a recommendation to the Town to install 2 flashing stop
signs at these intersections.

The next meeting will be held on Thursday, August 27, 2015 at 7:30 p.m.
