Meeting Minutes
August 27, 2015
Commission members in attendance: Chair, Tom Flemming; Lori Stone; Councilman
Ken Phebus; Jennifer Smith.
Citizens: None
I. Call to Order: The meeting was called to order at 7:35 p.m.
II. Notes from the Chairman
There were no notes from the chair.
III. Departmental Report/Council Liaison Report
Presented by Councilman Phebus. The following items were discussed:
1. Town Paving Projects – Paving improvements on Park Ave is mostly
complete. The Town is currently working on new spot patching on
Cottonwood Avenue near the firehouse.
2. Town Road Improvements –
i. The State Highway Administration is nearing completion of the
intersection improvements at Main Street and Ridgeville
Avenue.
3. Parking Issues – The Town is holding off posting no parking
requirements on Lookout Avenue and Center Street. The Mayor is
going to talk to owners of properties near this intersection about the
parking issues and sight distance concerns.
4. Route 27 Corridor Study – The Town has selected a consultant to
perform the Route 27 Corridor Study. Preliminary information should
be provided from the consultant soon.
5. Caboose Installation – The installation of the Caboose is nearing
completion
6. Community Center Planning – There has been discussion on the option
to improve the Flat Iron Building and the possibility of incorporating
this effort into the design of a Community Center (see more under
New Business).
IV. Approval of prior minutes
The meeting summary for the June 25, 2015 meeting was approved.
V. Old Business
Streets and Roads Commission Meeting Summary August 27, 2015
a. The request to provide one ADA compliant handicap parking space near
the Gun Shack on Center Street was discussed with the Town Engineer.
The recent restriping of the angled parking prohibits meeting the design
requirements for a fully compliant ADA handicap parking space.
Councilman Phebus will discuss with the Town Engineer the Safe Harbor
provisions in the ADA regulations.
VI. New Business
1. The Streets and Roads Commission has been asked to discuss possible
traffic impacts of the various proposals to close Park Ave with the
construction of the Town Community Center. Commission members
recommended the Town look into adding a task to the Route 27
Corridor Study to look at the traffic impacts of closing this road.
Councilman Phebus will discuss this option with the Town Engineer
and Town Planner.
2. There is a concern regarding the maneuverability of fire emergency
response equipment at the intersections of Center Street and Main
Street; Center Street and Lookout Street; and Center Street and Cross
Street. The Mount Airy Fire Department recently tested these
intersections trying various turning movements to test the ability of a
fire truck to maneuver through these areas. The tests indicated some
intersections prohibited left or rights turns.
3. The Commission discussed the possibility of designating an unloading
zone on Main Street between Prospect Avenue and Hood Street. The
zone would need to accommodate a 24 foot long box truck and would
be operational during limited hours. Councilman Phebus indicated he
would reach out to members of the Main Street Association about this
suggestion.

The next meeting will be held on Thursday, October 27, 2015 at 7:30 p.m.
