Call to Order and Pledge Meeting called to order at 6:29pm. In attendance: Chairperson Mary Beth Obremski, Council Liaison Lynne Galletti, Jonathan Samayoa, Luci Riegel, Mary Hushour (Zoom), Zachary Fanning, Councilperson Stephen Domotor. II. Approval of Prior Meeting Minutes Meeting minutes- No changes to the minutes- Motion to approve made by Luci Riegel and seconded by Zachary Fanning. Minutes approved unanimously. III. Staff Updates No staff updates IV. Council Liaison Report Council Liaison Lynne Galletti brings up the Frederick News Post, “Paving the Way”, an article from today (9/30/2021) about the meeting between state and local leaders on what they want in the legislative package and issues they have with roads. We had the same exact meeting with our staff with state officials and they met with Terry Souse, district engineer for state Highway Administration. Department of Transportation met with representatives to talk about safety issues (Route 27, Route 808; Main Street). Town is looking to discuss preliminary ideas, having written to the Frederick Board of County Commissioners about Route 27 and Ridge Road improvements as being one of our top priorities. V. Public Comment pertaining to non-agenda items No public comment VI. MAPD Liaison Report Cpl. J.D. Brooks, from Mount Airy Police Department, has been designated by Police Chief Reitz as the speed complaint liaison. If anyone has any concerns, you can contact the police department through the Crimewatch page, as well as Facebook, or Cpl. Presentations Council member Stephen Domotor presents an action plan he put together (Safe Streets Initiative: A Focus on Main Street Safety). Old Business a) Speed and Traffic Studies Going through past studies, will redo them to see data that is reflective of the increased traffic. b) Route 27 Corridor Study Data is outdated and obsolete with all the new developments (Chik-Fil-A). Council Liaison Lynne Galletti asked Highway Safety Administration to get an updated Route 27 corridor study done. -TAKE OFF agenda until new information is obtained- c) Rising Ridge Road speeding update Chairperson Mary Beth Obremski spoke with citizens, and speeding is still happening. There are improvements being developed, and Mary Beth will reach out to citizens once this is done. d) Buffalo Road speeding Parts of Buffalo Road (along Sterling Glen) can’t be enforced by MAPD because it is out of town limits. For any concerns, you can reach out to Deputy Mario DeVivio, who does traffic enforcement for Carroll Country Sheriff office. Number: 410-365-9000 You can leave your concern on the tip line and that item will be sent out to officers working that area. -Remove from agenda- IX. New Business a) Citizen submittals -Summit Ridge/Scotch Heather: Police have already been out RECENTLY, no speeders caught. For community outreach, signage about children playing, and bringing HOA presidents to disseminate information to neighborhoods. Chairperson Mary Beth Obremski to make list of affected neighborhoods and contact HOA presidents to start initiating community outreach. -Luci Riegel shows a picture of a stop sign from Pennsylvania that had strips of reflective red on the poles. This made the stop sign a lot more visible. Town should consider applying to new stop signs going forward. -Car seat safety: Luci Riegel Recommends car seat check done via a Main Street event, however no one in Mount Airy Police Department is child safety seat certified in Mount airy (takes 2 weeks to become trained by Highway Safety Administration). Carroll County Health Department would do it but not covering the liability for the venue. Action Item: Keep on agenda for December meeting. P.O.
