Call to Order and Pledge Meeting called to order at 6:30pm. In attendance: Chairperson Mary Beth Obremski, Council Liaison Lynne Galletti, Jonathan Samayoa, Luci Riegel, Mary Hushour, Zachary Fanning, Carolyn Langille. II. Approval of Prior Meeting Minutes Typo in council liaison report: “kneading” was to be “meeting” Motion to approve made by Mary Hushour and seconded by Luci Riegel. Minutes approved. III. Staff Updates a. Chick-Fil-A MAPD Cpl. Brooks: Chick-Fil-A opens Dec 2, 6:30 AM. Police enforcement will be underway. South Main Street and Ridgeside Drive can be a traffic problem, due to the overall design. Illegal U-turns have been observed. Cpl. Brooks recommends extending curb all the way up South Main Street. Would need to contact state to extend curb. Cpl. Brooks, in agreement with Council Liaison Lynne, also suggested more signage to help drivers navigate the new traffic flow. This signage would direct out-of-towners back to major roads. Regarding a suggestion of a four way stop at the intersection at Prospect Road and Rising Ridge Road: Cpl. Brooks says crosswalks are a good idea, but four-way stop would be a hazard due to vehicles being forced to make a stop after coming down a steep hill. IV. Council Liaison Report Town staff met with state and county representatives. State of Maryland will do studies at Prospect Road/Main Street, Center St/Main St, giving data to the town. Prospect and Rising Ridge Road: handicap ramps have gone in, preparing the area for raised crosswalks, including stop signs and speed limit signage. No updates from Town Council. Creating a Streets and Roads page branching off town’s Facebook would help reach the town through social media. P.O. Public Comment pertaining to non-agenda items Councilman Stephen Domotor follows up about Chick-Fil-A: How many traffic accidents or responses have you made? Cpl. Brooks: A half dozen, there has been more than that. Councilman Domotor: Who is the Town staff person that is assigned to Streets and Roads. Lynne Galletti: There is no individual staff member assigned, reaching out to relevant town staff. Councilman Domotor: The speed studies should be made public and given out to people coming to town hall. This is being done, looking to make a Facebook page to post this. Councilman Domotor: Like to see inventory of how many of these speed study monitoring devices does the Town own. What is the total inventory and is there different types for specific purposes? Can use inventory to determine budget going forward. Chairperson Mary Beth Obremski: The Town handles inventory. Council liaison Lynne to bring this data. Councilman Domotor: There are some monitors for educational purposes, that will flash green or red if going over speed limit. The Town may consider buying these to reduce speeding. VI. Old Business a. Speed and Traffic Studies Plan to do all studies again, starting with school zones first. Cpl. Brooks suggests studies to be done when traffic flow is changed. Take studies of school zones now to compare how implementation of new crosswalks/signage will influence future traffic data. b. Rising Ridge Road speeding update Waiting until crosswalks/signage are done before talking to residents. c. Car Seat Safety MAPD, State Farm and Carroll County Health Department on board of a town car seat check to assist/check on proper install of children’s car seats, however liability must be sorted out. Action item: Follow up VII. New Business a) Citizen submittals -Sidewalks in front of Verizon satellite building are cracked and old: Town Engineer Barney Quinn replied and contacted Verizon (their responsibility). P.O. Box 50, Mount Airy, MD 21771 Telephone: (301) 829-1424 • Fax: (301) 829-1259 Email: town@mountairymd.gov • Web Page: www.mountairymd.gov  -Drive-thru traffic from Dunkin’ backs up parking lot as well as buildings in the area: This is a parking lot design issue, not much to do because it is private property. -Within the Village Gate community, people are not stopping at signs, areas of concern being Leafy Hollow Circle, Rambling Sunset Drive, Deer Hollow Dr: Studies are being done and changes being made to Rising Ridge Rd with aims to calm traffic. VIII. Adjournment Chairperson Mary Beth Obremski motioned to adjourn the meeting and Luci Riegel seconded the motion. All in favor. The meeting was adjourned at 9:05pm.
