Town of Mount Airy Water and Sewer Commission Meeting Minutes – May 7, 2014 Commission members in attendance: Dick Swanson, Council Liaison Chris Everich, and Kelley Moxley. Fred Goundry was an excused absence. Brian Johnson, Director of Public Works, attended the meeting. Minutes: Chris Everich moved to approve the minutes of the April 2, 2014 meeting. Seconded by Kelley Moxley and approved by unanimous vote. Old Business: FOG Ordinance Implementation: Dick Swanson announced that only 9 of the 62 entities subject to the FOG regulations provided their Grease Trap Device Registration Form. The Commission recommends that the Town send a reminder letter with a copy of the form enclosed. The Commission asked Brian Johnson to coordinate with WSSC and set up a training date on FOG inspection techniques. The Commission agreed on a procedure to review requests for a variance to the FOG requirements contained in Ordinance 2013-14. The procedure should include: 1. All required paperwork must be filed by the petitioner, 2. The petitioner should provide utilization data of the kitchen (frequency and type of food prepared at the location), 3. All petitioners must have an on-site inspection prior to review of the request, 4. Prior to W&S review of the request, the Town should send a public notice and copy the petitioner announcing the date and time the W&S will review the request (petitioner's attendance is not mandatory), 5. The W&S will prepare a recommendation letter to the Town Council and copy the petitioner, and 6. The petitioner will be notified of the date and time the Council will rule on the request (petitioner's attendance is not mandatory). The Commission has two requests for a variance to the requirements of the ordinance; Frederick County County Public Schools (FCPS) on behalf of Twin Ridge Elementary School and St. James Episcopal Church. The W&S recommends that the Town contact FCPS and request utilization data and copies of a minimum of two invoices from their grease removal company. The W&S recommends that, since St. James states that they do not have a “licensed and/or classified as 'commercial' and they do very little in-kitchen food preparation”, the Town perform an on-site inspection to verify their contention before the W&S makes a recommendation to the Council. Stormwater Management: Dick Swanson announced to the Commission that Carroll County held a second meeting on April 17th between the County Commissioners and the municipalities to further discuss a draft Memorandum of Intent (MOI) in lieu of the Memorandum of Understanding originally proposed by the County. After the meeting, the Town Administrator and I recommended that the Mayor sign the MOI since it does not obligate the Town to enter into a binding agreement. Water and Sewer Minutes Page 2 of 2 May 7, 2014 New Business: - Inflow and Infiltration: Chris Everich reported that for the second time in three months there was a spike in the flow at the WWTP. This is largely due to the unusual wet winter and spring. Brian Johnson stated that the inflow issue most likely comes from manholes throughout the Town and it is an expensive retrofit to reduce the inflow. He also pointed out that it only occurs when we experience a major storm or heavy rains. Remediation efforts will continue but, due to cost factors, no major initiative is recommended. New Business: There was no new business. Adjournment: Chris Everich moved to adjourn the meeting. Seconded by Kelley Moxley and passed by unanimous vote. The meeting was adjourned at 8:50 pm.
