Water and Sewer Commission
Meeting Minutes – February 4, 2015
Commission members in attendance: Dick Swanson, Council Liaison Bob King, Rick Blatchford and
Fred Goundry. The meeting was called to order at 7:08 pm
Minutes: Bob King moved to approve the minutes of the January 7, 2015 meeting. Seconded by Rick
Blatchford and approved by unanimous vote.
Old Business:
FOG Compliance: Dick Swanson distributed a draft letter to Food Service Establishments (FSE)
reminding them that they are not in compliance with the FOG ordinance by failing to submit the Grease
Control Devices Registration Form and the maintenance logs. He pointed out that continued failure to
comply could result in penalties assessed on the FSEs.
Stormwater Management: Dick Swanson reported that the Chesapeake Bay Foundation filed a
“Challenge” to the MDE NPDES MS4 permit issued to Carroll County and other counties Carroll
County intends to similarly file a “Challenge” alleging that MDE did not adequately consider the
county’s comments on the draft permit. Both Challenges are administrative actions and, at this time,
do not impact the permit that covers both the Carroll and Frederick county portions of Mount Airy.
New Business:
Water & Sewer FY 2016 Budget: Complete FY 2016 estimated expenses amounts are still not
available. Consequently, the Commission was unable to determine if the FY 2016 W&S budget would
impact the W&S service charges.
W&S Reserves: Bob King reported that his W&S report at the February Town Council meeting
included January’s W&S recommendation that W&S reserves (Capital Funds) not be used for purposes
other than W&S capital projects or W&S emergencies.
New Business:
Calendar 2015 Water Allocation: The Commission discussed how much water should be available
for development within the Town limits for calendar 2015. Of the 2014 allocation, 19,197 gpd remain
unallocated. Staff recommended that an addition 20,000 gpd be released in 2015 in order to meet the
expected increase in infill and redevelopment projects that will exhaust the 2014 balance and use an
indeterminate amount of the 2015 allocation. Bob King moved that the W&S recommend that the
Town Council allocate an additional 20,000 gpd for infill and redevelopment bringing the total
available water to 39,197 gpd as recommended by Staff. Seconded by Rick Blatchford and passed by a
vote of three in favor and one opposed.
Adjournment: Fred Goundry moved to adjourn the meeting. Seconded by Bob King and passed by
unanimous vote. The meeting was adjourned at 8:20pm.
W&S Meeting: The next W&S meeting is March 4, 2015 in Town Hall at 7:00 pm.
