Water and Sewer Commission
Meeting Minutes – March 4, 2015
Commission members in attendance: Dick Swanson, Council Liaison Bob King, Rick Blatchford and
Fred Goundry. The meeting was called to order at 7:05 pm. Virginia Siemer, Source Water Specialist,
of the Rural Water Association and Ed Galicinao, FOG Investigator, of the Washington Suburban
Sanitary Commission (WSSC) also attended the meeting.
Minutes: Bob King moved to approve the minutes of the February 4, 2015 meeting. Seconded by
Fred Goundry and approved by unanimous vote.
Old Business:
Calendar 2015 Water Allocation: Dick Swanson reported that the Town Council passed a resolution
authorizing the allocation of an additional 20,000 gpd for development and redevelopment within the
Town limits. That brings the total available water to 39,197 gpd.
Water & Sewer FY 2016 Budget: Based on preliminary FY 2016 estimated income and expenses, the
members agreed that the Commission does not need to adjust water and sewer rates for the upcoming
fiscal year.
Stormwater Management: The planned meeting between the Town and Carroll County to discuss
potential stormwater management projects was postponed due to inclement weather. The meeting will
be rescheduled in March and Dick Swanson will attend.
FOG Compliance: The initiative to bring the remaining Food Service Establishments in compliance is
progressing and those failing to file the required documents by March 31st will be issued warnings or
fined.
Stormwater Management: Dick Swanson reported that there are five bills before the State legislature
to repeal or significantly modify the Stormwater Management Fee (Rain Tax) legislation. Dick also
reported that the Carroll County Department of Environment checked several stormwater pond outflow
locations for illicit discharge and reported no unacceptable discharge at any location.
New Business:
Fiscal Status of W&S Departments: Rick Blatchford asked that the Commission to review the
financial status of the W&S Departments. He recommended that the Commission receive FY 2015
actuals for the fiscal year to date. He also requested an analysis of the total W&S reserves and
checking account balance to determine the amount that could be/should be transferred to reserves. The
information will be reviewed and discussed at the April meeting.
Training: Virginia Siemer recommended that Commission members attend the Maryland| Financial
Management Workshop for Small Water Systems scheduled for March 26st at Town Hall in Mount
Airy. The training is presented by the Environmental Financial Center Network for water system
serving 10,000 or less people. Dick Swanson will forward the registration information to the members.
Adjournment: Fred Goundry moved to adjourn the meeting. Seconded by Rick Blatchford and
passed by unanimous vote. The meeting was adjourned at 7:55pm.
W&S Meeting: The next W&S meeting is April 1, 2015 in Town Hall at 7:00 pm.
