Recycling and Sanitation Commission Minutes of the Monthly Meeting March 18, 2015 Commission Members and Others in Attendance: Pete Bowlus J A Burke (Guest and Representative of Mount Airy Messenger) Peggy Fleming Mark Hillyer (Guest and Representative of Unity Disposal) Ken Humble Tom Neff (Co-Chairman) James Stargel (Chairman) Councilman Scott Strong (Council Liaison) Kathie Trivelli Mary Van Metre ( Town Staff) Mike Dixon and Tobi Drabczyk were not in attendance 1. Co Chairman Neff called the meeting to order and led all in the Pledge of Allegiance 2. January 2015 minutes were approved with motion by Pete Bowlus and second by Ken Humble. 3. Citizen's Comments - None 4. Mission Statement a. Chairman Jim Stargel present a draft for a mission statement for the Recycling and Sanitation Commission. After discussion, the mission statement was approved with a motion made by Pete Bowlus and seconded by Scott Strong. b. The mission statement will be posted to the Town website and used on future recycling publications. 5. Update on Security Camera a. Tom Neff was not able to discuss options with Jonathan Tapper. b. Mary Van Metre reported she no longer has any camera views on her computer c. Scott will request Monika to have the Town IT person to look at the IP address/internet d. Scott Strong and Tom Neff will visit the camera hook up at the Pharmacy and check the equipment. e. Councilman Strong suggested using line of sight hook up. 6. Backyard Composting a. Chairman Stargel contacted NIE and invited them to come and do a presentation. NIE declined. b. Jim Stargel will get brochures from NIE so the commission members can review. c. Tony Burke suggested talking to Howard County as they do composting. d. Tony Burke also suggested asking NIE to do a webinar for the composting. 7. Budget Update a. Mary Van Metre distributed a spreadsheet for the draft budget. b. Toter Replacements - after discussion, Pete Bowlus made a motion to keep the $6,000 in the budget for 108 new toters (108 is minimum ordering quantity), Ken Humble seconded and the motion passed. Councilman Strong will ask Town Staff to take an inventory of stock on hand and the condition of the toters. Toters are currently being stored outside at the water tank on Century Drive. A discussion was held on how to store the toters so they are out of the weather. Do we need a building, tarp, shrink wrap or is there room in the town maintenance building? Scott will discuss the toter situation with the Town Council. 1. Town staff completed inventory - 50 - 65 Gallon Toters and 25 - 18 gallon bins Pete Bowlus asked Councilman Strong to mention that citizens need to watch the placement of toters so they do not block mail boxes or driveways. c. Mary Van Metre noted a resident contacted the Town stating her toter was missing. The Town will check for the toter on Wednesday, recycling pick up day. d. Mary Van Metre is waiting for quotes to replace the fence at the downtown recycling center.  e. Additional Yard Waste Pickups - Pete Bowlus made a motion and Tom Neff seconded to add back the second yard waste pick up for the months of July and August. This will be added to the budget. Mary will see the Town website is updated with the two additional pickups. 8. Shred/Battery Recycling Event a. Mary advised the date is September 19, 2015 at Watkins Park. The vendor is Torn 2 Shred and the cost is a discounted price of $450.00. b. Senior Center Shred Event is Friday, May 8, 2015 c. Boy Scout Troop 1191 is doing an electronic recycling event at the American Legion on Saturday, April 18, 2015. 9. Drug Collection Box a. Mary Van Metre shared a flyer from American Security Cabinets for drug collection boxes. b. Website is www. RxDrugDrops.com c. Tom Neff will contact the Company for additional information and for customer testimonials. 1. Please see Tom's email of March 19 summarizing his call with the company d. Discussion was held regarding security, pick up and liability. 10. Plastic Bag Recycling a. Tom Neff noted Carroll County is advertising to recycle plastic bags by bundling them into one bag. On the visit to Recycle America, it was noted the plastic bags are pulled out and trashed. Best way to recycle plastic bags is to return them to stores. b. Chairman Stargel will contact Carroll County Recycling Manager, Maria Myers to visit the commission. 11. Meeting adjourned with motion by Pete Bowlus and seconded by Tom Neff 12.
