Town of Mount Airy Water and Sewer Commission Meeting Minutes – April 1, 2015 Commission members in attendance: Dick Swanson, Council Liaison Bob King, Rick Blatchford and Fred Goundry. The meeting was called to order at 7:10 pm. Mayor Pat Rockinberg also attended the meeting. Minutes: Bob King moved to approve the minutes of the March 4, 2015 meeting. Seconded by Fred Goundry and approved by unanimous vote. Old Business: Stormwater Management – Potential Remediation Projects: At the March 13th meeting between Town and Carroll County representatives, the parties agreed that six stormwater ponds would be considered for remediation as part of the Town/County MOA to meet our stormwater permit requirements. Three projects are in Carroll County and three in Frederick County. Stormwater Management – Tax Equity: Dick Swanson reported that Frederick County’s Tax Equity funding to the Town does not include consideration for the portion of taxes paid by the Frederick County residents of Mount Airy for stormwater management/remediation in Frederick County. Stormwater management/remediation costs are funded by “general funds” in Frederick County; a portion of which are paid by Mount Airy residents. In considering potential sources of funds to help defer the costs of stormwater maintenance and management, the Commission believes that the County should be approached about remitting the Mount Airy resident share paid to the County and not available for remediation efforts within the Town limits. Fiscal Status of W&S Departments: Based on an April 1 meeting request, Dick Swanson reviewed of the Town’s accounting for surpluses in the Water & Sewer Operating Budget. He determined that the FY 2014 surplus of $362,018 was left in the W&S checking account and is not part of the “reserves” reflected in the monthly “Town Reserves” statement. Rick Blatchford moved that the Commission recommend that the Town move the FY 2014 operating surplus to W&S reserves. Seconded by Bob King and passed unanimously. Dick Swanson will prepare a memorandum to the Mayor recommending the transfer. FOG Compliance: Dick Swanson updated the members on the status of FSEs compliance with filing requirements of the FOG ordinance. He stated that the Code Enforcer was making some in-person visits to any FSE that has not filed the Grease Control Device Registration Form. New Business: Water Status: Mayor Rockinberg asked for clarification on the amount of water available to meet the objectives of the recently approved Master Plan. After some discussion, it was suggested that the Mayor, other interest parties and Commission members meet to discuss the future demands on water and their impact on the current available water for in-Town development and infill. Adjournment: Fred Goundry moved to adjourn the meeting. Seconded by Bob King and passed by unanimous vote. The meeting was adjourned at 8:30 pm.
