Town of Mount Airy Water and Sewer Commission Meeting Minutes – May 6, 2015 Commission members in attendance: Dick Swanson, and Fred Goundry. Council Liaison Bob King was an excused absence. The meeting was called to order at 7:10 pm. Minutes: Dick Swanson moved to approve the minutes of the April 1, 2015 meeting. Seconded by Fred Goundry and approved by unanimous vote. Old Business: FOG Compliance: Dick Swanson moved that FSEs in noncompliance with Section 91 for failure to submit the appropriate documentation of their grease trap(s) should be issued a citation and given 48 hours to submit the required form and failure to submit should trigger a fine. Seconded by Fred Goundry and passed unanimously. FOG Variance Requests: Dick Swanson presented two variance requests from the requirements of the FOG section of Chapter 91 (Sewer). Superfoods on Main and The Church of Jesus Christ of Latter- Day Saints requested variances based on the fact that they do not have grease traps and the process they use to prepare food on premise. Dick Swanson moved that the Commission recommend that the Town Council grant a variance to Superfoods on Main from FOG related sections of Chapter 91 of the Mount Airy Code. Seconded by Fred Goundry and passed unanimously. Fred Goundry moved that the Commission recommend that the Town Council grant a variance to The Church of Jesus Christ of Latter-Day Saints from FOG related sections of Chapter 91 of the Mount Airy Code. Seconded by Dick Swanson and passed unanimously. Water Status: Mayor Pat Rockinberg met with members of the Commission, Town staff, and several Council members on April 22nd to discuss the amount of water available to meet the goals of the recently approved Master Plan. After much discussion, the group reached a consensus that there exists a shortfall in available/MDE permitted water to meet the Plan’s infill and redevelopments needs of the Town. The group agreed that additional water sources should be explored to meet the Master Plan vision of development within the current Town limits. New Business: FOG – FSEs Potentially Eligible for a FOG Variance: Dick Swanson advised the Commission that several FSEs’ “Grease Control Device Registration Form” stated that they do not have a grease trap on premise. But, the FSEs have not requested a variance from the Code. In order to clean up the list of FSEs subject to the FOG requirements, Dick Swanson presented a draft “Request for Full or Partial Variance” form. Dick Swanson moved that, pending final editorial review, the Commission will request that the Code Enforcer deliver the form to any FSE who’s “Grease Control Device Registration Form” states that the FSE does not have a grease trap on premise or their kitchen is not used on a regular basis similar to a restaurant. Seconded by Fred Goundry and passed unanimously. Adjournment: Fred Goundry moved to adjourn the meeting. Seconded by Dick Swanson and passed by unanimous vote. The meeting was adjourned at 8:55 pm.
