Recycling and Sanitation Commission Minutes of the Monthly Meeting May 20, 2015 Commission Members and Others in Attendance: J A Burke (Guest and Representative of Mount Airy Messenger) Mike Dixon Tobi Drabczyk Peggy Fleming Ken Humble Tom Neff (Co-Chairman) Councilman Scott Strong (Council Liaison) Kathie Trivelli Mary Van Metre ( Town Staff) Pete Bowlus and Jim Stargel were not in attendance 1. Co Chairman Tom Neff called the meeting to order and led all in the Pledge of Allegiance 2. March 2015 minutes were approved with motion by Tom Neff and seconded by all. 3. Citizen's Comments - None 4. Update on Security Camera a. Tom Neff went to pharmacy and reviewed the hook up which is Verizon DSL b. Councilman Strong suggested a battery backup for the modem at an approximate cost of $70 so the IP address stays static if there is a power blip. c. Mary Van Metre will check for the book on the camera to check the resolution. Also the DSL speed needs to be checked. 5. Bulk Pick up a. Mary Van Metre reported she did not have the tonnage figures from Unity Disposal 6. Drug Collection Box a. The new budget allows for approximately $1,000 to purchase a drug collection box. b. A decision needs to be made as to a secured placement. The staff at Town Hall prefers not to have the drug collection box placed in Town Hall. c. Council members suggested in the resident trooper offices. d. It was suggested to check with local pharmacies or perhaps Lorien. 7. Yard Waste Dates a . The Council approved the additional yard waste dates in July and August. The Town website has been updated with the additional dates. 8. Montgomery Avenue Trash Pickup Issue a. Tom Neff and Jim Stargel visited the alley along Montgomery Ave due to concerns with trash pickup. b. Several residents have been placing their trash cans in the alley and not in the street for years. c. Key Sanitation had a smaller truck and there was not an issue. Unity has a larger truck and it damaged a wall and yard. The damage is being repaired. Unity will back half way down the alley to get the trash. d. After discussion the question was raised about who owns the alley - the town? If the alley does not belong to the town, what does the ordinance state as to placement of resident's trash? e. Mary Van Metre will check to see if the alley belongs to the town or if it is a private alley. 9. Frederick County Recycling Toters a. Peggy Fleming advised that Frederick County does not want any permanent markings (such as name or street address) on their toters. If you wish to put your street address on the toter, please do so with tape. Residents may be charged if a toter is "damaged". 10. Recycling Education a. Tony Burke suggested the Commission have a recycling education booth at upcoming events such as the July 3rd fireworks. It would be a good way to reach out to town residents regarding recycling. 11. Meeting adjourned by Tom Neff. 12. Next Regular Meeting - Wednesday, July 15 @ 7 p.m. SUMMARY OF ACTION ITEMS: • Mary Van Metre to check on book for security camera to determine resolution • Mary Van Metre to check with resident troopers regarding drug collection box in their offices • Tom Neff to check with local pharmacies/Lorien regarding hosting the drug collection box • Mary Van Metre to check to see if the Town owns the alley along Montgomery Ave. Peggy Fleming, Secretary
