Town of Mount Airy Water and Sewer Commission Meeting Minutes – December 2, 2015 Commission members in attendance: Dick Swanson, Council Liaison Peter Helt, Fred Goundry and Mark Moxley. The meeting was called to order at 7:00 pm. Ron Thompson of Vanmar Associates and Virginia Siemer Source Water Specialist of the Rural Water Association attended the meeting. Minutes: Peter Helt moved to approve the minutes of the November 4, 2015 meeting. Seconded by Mark Moxley and the motion passed unanimously. Old Business: Available Water: Dick Swanson stated that as of December 2nd , the estimated available water for in- Town development and redevelopment remains at 81,444 gpd (before adjustment for permits issued under Chapter 98 of the Code). The W&S concurred with the estimate and, by consensus, agreed that the W&S report to the Town Council should highlight the estimate and recommend release of the entire amount of available water for allocation to categories by the Planning Commission. In November, Dick Swanson presented the findings to the Town Engineer for his consideration as required by Section 109-19.2 of the Code. Council Liaison Peter Helt will recommend that the Council consider changing Section 109-19.2 of the Code to allow more flexibility by the Council to review and modify the water allocation by category. Currently, the Council only reviews the allocation every two years. FOG Compliance: Dick Swanson reported that the letter approved by the Commission at the November meeting will be sent in December. The letter states that based on a review of Grease Control Forms, certain FSE may be eligible for a variance. There are four FSEs that may be eligible for a full or partial variance to the FOG section of the Town Code. At the November Council meeting, Scott Strong asked who determines what FSEs should have a grease trap especially if the nature of the business changes over time. Dick Swanson spoke to Carroll County representatives and stated that they do not routinely monitor FSEs FOG discharge. They suggested that should a concern arise, the Town should coordinate with the County to perform an inspection including determining the need to install or upgrade grease traps. Late Payment Fees: Peter Helt reported that he will ask the Town Attorney to prepare an Ordinance changing the late payment fee of 1.5% for introduction at the January 2016 Council meeting. Water Sources: Dick Swanson is waiting for feedback from the Town Engineer concerning potential well exploration at the MAVFC Carnival Grounds. New Business: On November 6th , Dick Swanson, along with members of the Town Maintenance Department, attended the Annual NPDES Permit Training sponsored by Carroll County. The training is specifically designed to update attendees on stormwater permit regulations, requirements and implementation. Adjournment: Dick Swanson moved to adjourn the meeting. Seconded by Peter Helt and passed by unanimous vote. The meeting was adjourned at 7:45 pm. W&S Meeting: The next W&S meeting is January 6, 2016 in Town Hall at 7:00 pm.
