Recycling and Sanitation Commission Minutes of the Monthly Meeting January 20, 2016 Commission Members and Others in Attendance: Pete Bowlus J A Burke (Guest and Representative of Mount Airy Messenger) Mike Dixon Tobi Drabczyk Peggy Fleming Ken Humble Stephanie Jackson (Guest) Heather Smith (Town Staff) Jim Stargel (Co-Chairman) Councilman Scott Strong (Council Liaison) Jan and Mike Timreck (Guests) Kathie Trivelli Mary Van Metre (Town Staff) Tom Neff was not in attendance 1. Commission member Pete Bowlus called the meeting to order and led all in the Pledge of Allegiance 2. November 2015 minutes were approved with motion by Ken Humble and seconded Scott Strong and carried. 3. Citizen's Comments a. Stephanie Jackson introduced herself and noted she works for a paper shredding company in Gaithersburg. She is interested in learning about the recycling and sanitation commission and how she can help. b. Jan and Mike Timreck introduced themselves and explained they were the "The Mt. Airy Trash Mob". They were interested to see if the Commission could help with the disposal of the trash and tires they pick up within and outside of the town. Commission member Mike Dixon suggested they contact the local tire companies to see if they could assist with the disposal of the tires. The Commission thanked them for their efforts in cleaning up the trash in and around Mt. Airy, but unfortunately at this time could not help with trash disposal. 4. Mobile App for Waste a. No update from town staff regarding a mobile app for recycling and sanitation information. b. Peggy Fleming will contact Frederick County recycling coordinator, Annmarie Creamer. 5. SOP for Downtown Recycling Dumpsters a . Chairman Stargel will contact the Main St. Manager, Ashley to discuss the trash responsibilities for downtown events. More smaller events are planned for 2016. b. It was noted it might be better to handle on a case by case basis c. Jim Stargel will talk to MAMSA as well as Town staff. 6. "Green Team" Presentation by Heather Smith a. Heather Smith distributed notebooks with information regarding becoming certified as a sustainable community. Currently, Hampstead is the only one in Carroll County. Frederick County has numerous towns that have become certified. b. Heather showed a slide presentation outlining what it means and how to get started with setting up a Green Team. She explained how it helps and promotes the Town. c. Chairman Stargel questioned the Commission to review the material and decide if the Commission wishes to undertake this initiative or do we think it should be a separate Commission of Sub Committee with overlap d. Mr. Stargel said he will email his ideas to the Commission, but requests all members bring their ideas to the March meeting. e. Heather Smith noted that Mary Van Metre should be the Town liaison to work with the Green Team. f. Jim Stargel has invited New Market to present at the March meeting.  7. Drug Collection a. All agreed to drop the proposal to purchase a drug collection box. b. March meeting - Will discuss if we wish to participate with the national drug collection in October c. Suggested the Town website add the Carroll and Frederick County drug drop off locations. Councilman Strong suggested adding the link so it would always take the residents to the most current information. d. Jim Stargel and Mary Van Metre will collect the information for the site location and times. 8. RFP a. Mary Van Metre advised that Bates Trucking has been notified that the Town will be sending out a RFP in February. b. The RFPs will be opened at Town Hall on February 23 at 10am. c. The Commission will hold a special meeting on February 23 @ 7pm to review the RFPs and make a recommendation to the Town Council. 9. Budget a. Mary Van Metre advised 3% had been added to current budget. Once the RFPs have been opened and a decision made on a hauler, then the figures would be adjusted. b. Pete Bowlus suggested an early April yard waste be added to the budget. He would also like an early April date added to the current year (2016). Mary will call Bates to see if they can schedule an early April pick up. It will need to be advertised since it is not on the current calendar. c. Councilman Strong asked regarding tonnage of trash and recycling as he would like to report this information. Mary advised she could give him trash tonnage, but she did not have recycling figures from the hauler. d. Jim Stargel noted he would like to increase the Education funding from $500 to $750. Also, he would like to add $750 for training and education for the Green Team. e. A shred and battery collection event will be added to the budget. 10. Media Campaign for Recycling and Sanitation a. Kathie Trivelli will present a media campaign plan to the Commission. She feels this can be done with little to no cost to the Commission. b. Mr. Alexander of Bates, noted they provide the tonnage by the end of the month which would be in time for the Town Council meeting. The numbers would be a month behind. 11. Meeting adjourned with motion by Pete Bowlus. 12. SPECIAL MEETING: February 23, 2016 @ 7 p. m. 13. Next Regular Meeting - March 16, 2016 @ 7 p.m. SUMMARY OF ACTION ITEMS: • Jim Stargel to invite New Market to present at March meeting regarding Sustainable Maryland. • Jim Stargel to meet with MAMSA and Town Staff regarding trash responsibilities at downtown events • Peggy Fleming to check with Annmarie Creamer to see if the Town can get a Mobile App similar to Frederick County's My Waste app. • All Commission Members to review the notebooks on Sustainable Maryland and come with ideas to the March meeting. • Jim Stargel and Mary Van Metre to get information on Carroll and Frederick County drug drop off locations and times, and provide the links on the Town website. • Kathie Trivelli to present a plan for a media campaign for the Recycling and Sanitation Commission.
