Water and Sewer Commission
Meeting Minutes – February 1, 2016
Commission members in attendance: Dick Swanson, Council Liaison Peter Helt, Fred Goundry and Mark
Moxley. The meeting was called to order at 7:05 pm.
Minutes: Peter Helt moved to approve the minutes of the January 6, 2015 meeting. Seconded by Fred
Goundry and the motion passed unanimously.
Old Business:
Available Water: Dick Swanson and Peter Helt briefed the Commission on the results of the February 1st
Town Council deliberation of the available water for in-Town development and redevelopment. Barney
Quinn, the Town Engineer, recommended that 110,000 gpd be released for development based on the point
of entry (POE) history over the last five years. The W&S recommended 81,444 gpd based on highest year
of well projection over the last five years. The Council passed a resolution allocating the 81,444 gpd after
much discussion and quires about the basis of the two recommendations. The Town Engineer stated that
MDE and the Town agreed to use POE as the basis to report water used to monitor compliance with the
Town's water permit. The W&S asked the Chair to determine what numbers the MDE receives on a
recurring basis.
FOG Compliance: Dick Swanson reported that one business responded to the December letter that states
that based on a review of Grease Control Forms, certain FSEs may be eligible for a variance. Concettas
reported that they voluntarily installed an under the sink grease trap. Therefore, they no longer qualify for
consideration of a variance. The W&S thanks Jeff Baer for his proactive approach to reducing FOG in the
waste water system.
Mark Moxley suggested that the W&S look into establishing a grease recycling program in Mount Airy.
He agreed to look into the feasibility of creating a recycling program.
Late Payment Fees: Peter Helt reported that the Ordinance to change the late payment fee was introduced
at the February Council meeting and will be voted on in March. He reiterated that the Council is most
likely to favor a flat 10% late fee.
Water Sources: Dick Swanson stated that there was no change in the status of possibly drilling
exploratory wells at the Carnival Grounds.
New Business: FY 2017 Budget Process: Dick Swanson reported that due to the recent heavy snows, FY
2017 budget input was delayed and currently unavailable.
Water Availability Meeting: Dick Swanson met with the Mayor to update the status of future water
availability to meet the Master plan objectives. He stressed the need to find additional water sources over
the next several years to meet the Master Plan vision for Mount Airy.
Adjournment: Fred Goundry moved to adjourn the meeting. Seconded by Peter Helt and passed by
unanimous vote. The meeting was adjourned at 7:50 pm.
W&S Meeting: The next W&S meeting is March 2, 2016 in Town Hall at 7:00 pm.
