Mount Joy Borough Council Special Meeting Minutes December 18, 2017 The Mount Joy Borough Council held a special meeting on December 18,2017, at the Mount Joy Borough Council Chambers. President Glessner called the meeting to order at 6:15 PM. Roll Call Present were: Councilors Deering, Hall (arrived at 6:28 pm), Millar, Reese (arrived at 6:20 pm)! - Smeltz, Youngerman, President Glessner and Mayor Bradley. Councilors Ginder and Seidel were absent. Also present were none. Public Input Period None. Executive Session was entered into at 6:25pm to discuss labor issues. Council exited Executive Session at 7:02 pm. A motion was made by Millar, seconded by Reese to approve Collective Bargaining Contract version (L067421 2.1 red-lined version dated December 17, 2017) conditional upon acceptance without change by the — Police Association. Councilor’s Deering and Millar made comments on the CBA. Upon a question by Councilor Youngerman, Councilor Smeltz explained Article 17: Just Cause. The language “No employee shall be suspended without pay, discharged or demoted without just cause,” will remain in the agreement. Motion carried unanimously. Motion by Smeltz, seconded by Millar to approve the Mount Joy Borough Police Retirees Side Letter Agreement. Motion carried unanimously. Motion to by Hall, seconded by Deering to rescind the motion adopted on December 4, 2017 transferring $40,000 from line item 01.410.130, Salary of Patrol Officers to line item 30.279.410, Municipal Carry Over Fund Balance. Sulkosky explained the reasoning behind the action and why the action is necessary. Council had a lengthy discussion on the issue. Motion carried unanimously. Motion by Reese, seconded Smeltz to transfer $20,000 from the General Fund to the Capital Fund Police Department, General Transfer for the purchase of a Police Department vehicle in 2018. A discussion occurred for the reasons behind the revised Capital Fund and the new police vehicle. Motion carried unanimously. On a motion by Reese, seconded by Millar to approve the revised 2018 Capital Fund Budget. Motion carried unanimously. Any other Matter proper to come before Council There being no further business. Consider for approval the Mount Joy Borough Police Officers Association Collective Bargaining Contract, January 1, 2018 through December 31, 2021. 6. Consider for approval the Mount Joy Borough Police Retirees Side Letter Agreement. 7.
