MINUTES
I. Call to Order
Mayor Haynie called the Special Town Council Meeting to order at
12:35 p.m. Mr. Bustos, Ms. Landing, Ms. Whitley, Mr. Owens, Mr.
Cunnane and Mr. Brimmer were all present. Mr. O’Rourke and Mr.
Santos were absent. Mayor Haynie said this meeting is primarily for
Council to review and be briefed on security measures for school
safety.
II. Public Comment
Mayor Haynie asked if anyone would like to speak. There being no
one, the public comment period was closed.
III. Executive session for the purpose of discussing the Mount Pleasant
Police Department’s involvement in school security and readiness
Mayor Haynie stated the next item is executive session for the
purpose of discussing the Mount Pleasant Police Department’s
involvement in school security and readiness. Mayor Haynie said
there is information that involves law enforcement resources, tactics,
responses, and this information needs to be discussed in order to keep
our schools safe. Mayor Haynie said items that are not tactical will be
discussed in the public session. Mayor Haynie asked if there is a
motion to go into executive session to discuss the item published.
Mr. Owens moved as stated, seconded by Mr. Bustos. All present
voted in favor.
The meeting was adjourned into executive session at 12:38 p.m.
Mayor Haynie reconvened the meeting at 1:36 p.m. stating no votes
had been taken.
IV. Post Executive Session
Committee may take action on any item listed on an executive
session agenda or discussed in an executive session during a properly
noticed meeting.
Ms. Whitley moved to augment the Police Department’s budget in
order to enhance school security as discussed in executive session,
seconded by Mr. Cunnane. All present voted in favor.
V. Discussion concerning authorizing staff to explore an automatic aid
and operational agreement for the 41 corridor and the new Wando
River bridge between the Mount Pleasant Fire Department and the
Charleston Fire Department
Mr. Cunnane stated there was no Fire Committee meeting scheduled
for this month and the Charleston Fire Department is opening a new
station on the other side of the Highway 41 bridge. He said this
morning from the back portion of Dunes West he completed a Google
Maps search and compared the response time from there and from
Paul Foster Road. From Paul Foster Road, it is a twenty minute
response time, and the new fire station that the City of Charleston is
opening is an 11 minute response time. He said the closest

professional fire crew should respond. Mr. Cunnane said this is to
authorize staff to begin pursuing an agreement. He said he spoke to
the Legal Department and these agreements are easy to establish as
there are many in place already. Mr. Cunnane said he wanted to get
this moving as soon as possible so as not to wait twenty minutes for
the Mount Pleasant department to respond when there is a station
much closer.
Mayor Haynie asked if a motion was needed or if any Council
Members had any comments, deferring to the Chair of the Fire
Committee first. Mr. Brimmer said he thinks it is a great idea and he is
happy to have staff working on it in preparation for a Fire Committee
meeting next month. Mr. Brimmer said he does have some questions,
but it could possibly be ready for full Council in April if that is suitable
to Mr. Cunnane. Mr. Cunnane responded in the affirmative.
Mayor Haynie asked if a motion is needed. Mr. DeMoura said he
understands the intent and staff will be ready for the Fire Committee
meeting in August.
Mayor Haynie thanked Mr. Cunnane for bringing this to the attention
of Council.
VI. Adjourn
There being no further business, the meeting was adjourned at 1:39
p.m.
