Final Reading: An Ordinance providing for the annexation of an approximately 0.44 acre tract of land located at 1538 Macoma Drive and depicted as Lot 6, Block L on a plat recorded by the Charleston County ROD Office in Plat Book M, Page 97. Final Reading: An Ordinance providing for the annexation of an approximately 1.28 acre tract of land located at 453 West Coleman Blvd. and depicted on a plat recorded by the Charleston County ROD Office in Plat Book U, Page 62. Final Reading: An Ordinance providing for the annexation of an approximately 14.59 acre tract of land comprised of eight parcels as follows: 1) an approximate 9.7 acre tract of land located at 3236 North Highway 17; 2) an approximate 0.72 acre tract of land located at 1121 Joe Bryant Court; 3) an approximate 0.45 acre tract of land located at 3204 North Highway 17; 4) an approximate 0.29 acre tract of land located at 1123 Joe Bryant Court; 5) an approximate 1.36 acre tract of land located at 3218 North Highway 17; 6) an approximate 0.36 acre tract of land located at 1125 Joe Bryant Court; 7) an approximate 1.00 acre tract of land located at 3228 North Highway 17; and 8) an approximate 0.71 acre tract of land located at 1133 Joe Bryant Court. Final Reading: An Ordinance to amend the Town of Mount Pleasant Code of Ordinances, Chapter 150, Building Regulations, as described herein and in Exhibit A, pertaining to the adoption date of the latest edition of the International Property Maintenance Code and the International Existing Building codes referenced in Code Section 150.001 (A), (J) and (K). (Ord. No. 19082) 2. First Reading: An Ordinance to rezone from R-1, Low Density Residential District, to NC, Neighborhood Commercial District, an approximately 0.26 acre tract of land located at 1242 White Flat Road, identified by TMS No. 560-02-00-05, and depicted in Plat Book BU, Page 130, Charleston County ROD. (Ord. No. 19083) 3. Presentation of Annual Report regarding Development Agreements B. OLD BUSINESS 1. Final Reading: An Ordinance to rezone from OP, Office Professional District, to AB-2, Areawide Business District, an approximately 0.83 acre tract of land located at 1190 Shadow Drive and depicted in Plat Book AJ, Page 079, Charleston County ROD. Subject parcel to remain in the BOD, Boulevard Overlay District. (Ord. No. 19063) Page 4 of 8 2. Final Reading: An Ordinance providing for the annexation of an approximately 2.16 acre (2.14 according to Charleston County Tax Records) comprised of two tracts of land located at 1735 and 1733 North Highway 17 and depicted as Lot 4 and Tract 12 on plats recorded by the Charleston County ROD Office in Plat Book EJ, Page 701 and Plat Book DA, Page 469. (Ord. No. 19078) 3. Final Reading: An Ordinance to zone AB, Areawide Business District, an approximately 0.47 acre tract of land and an approximately 0.17 acre portion of a 1.67 acre tract of land, and a request to zone AB-2, Areawide Business-2 District, the remaining 1.50 acre portion of the latter 1.67 acre tract of land, located at 1735 and 1733 North Highway 17, respectively, depicted in Plat Book DA, Page 469, Charleston County ROD. (Ord. No. 19079) 4. Final Reading: An Ordinance to amend various sections of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances, including Section 156.007, Definitions, Section 156.325, Principal Use Table, Section 156.326 Principal Use Conditions, and elsewhere within Chapter 156 by modifying all provisions related to Bed and Breakfast, Short Term Rental, Etc., to make consistent with the newly adopted Short Term Rental Ordinance (Ord. No. 19048). (Ord. No. 19080; Exhibit) IX. COMMITTEE ACTION ITEMS A. Finance Committee 1. Approval to accept the results of the Town of Mount Pleasant fiscal year 2019 independent audit Page 5 of 8 2. Approval to support a municipal petition against House Bill H4431 3. Approval to amend the adopted Capital Improvements Plan to create a fund for the purpose of collecting donations for a Cultural Arts Center (See Council New Business Item X.A.2) B. Planning Committee 1. Approval to create a settlement communities task force 2. Approval to proceed with process to reduce the existing 80- foot building height limits to 65 feet in certain portions of the Boulevard Overlay District and the Waterfront Gateway District 3. Approval to proceed with process to amend the Zoning Code to change the qualifying criteria for the designation of historic districts to include the character and/or pattern of land development C. Police, Judicial & Legal Committee 1. Approval to amend the bylaws governing the Culture, Arts & Pride Commission (CAP) to allow for one non-resident seat (See Council New Business Item X.A.1) 2. Approval to create a Flood Resilience Committee of Council D. Public Services Committee Approval to authorize staff to pursue possible acquisition of SCDOT surplus property located near the Hungryneck Boulevard/Highway 17 Interchange for the purpose of creating a memorial site. Page 6 of 8 X. COUNCIL BUSINESS A. New Business 1. Adoption: A Resolution approving the amended Bylaws of the Culture, Arts & Pride Commission. (R.19122) 2. Adoption: A Resolution to amend the Adopted Capital Improvement Plan for the Town of Mount Pleasant for the Fiscal Years 2020 through 2024. (R.19121) 3. Approval to demand repayment of the Town’s expenditures on design to move the road and utilities, and any other expenses the Town has incurred, from the Medal of Honor Museum Foundation after their decision to build the museum in another location. a. Executive Session to receive legal advice (if necessary) b. Post Executive Session Council may take action on any item, including any subsection of any section, listed on an executive session agenda or discussed in an executive session during a properly noticed meeting.
