I. Call to Order
Mayor Haynie called the Emergency Town Council meeting to order
at 10:30 a.m.
II. Roll Call
Roll call as shown above.
III. First and Final Reading: An Emergency Ordinance to
temporarily suspend the normal operating procedures of Mount
Pleasant Town Council Meetings and to authorize the Mount
Pleasant Town Administrator to develop and enact a plan in order to
ensure continuity in the delivery of government services in light of the
COVID-19 outbreak; and matters related thereto. (Ord. No. 20025)
Mr. Chapman moved for approval; seconded by Mr. Santos.
Mr. Chapman stated that he questioned the issue of price gouging.
He asked if this was changed so that price gouging is included.
Mr. DeMoura stated that it is included.
Ms. Barrett, Clerk of Council stated that it was updated and
distributed to Town Council members earlier in the morning.

Mayor Haynie stated that it is in Chapter 41 under Civil Emergencies
and stated that they may be updated or changed by the Mayor
without actions of Council and will be upon advice.
Mr. Rambo asked if this suspends regular Town Council meetings
and does this also apply to all Boards and Commissions.
Mr. DeMoura stated that their interpretation is that it does. He said
this applies to all public meetings of the Town of Mount Pleasant.
Mr. Rambo asked if this is going to be in effect for 60 days and if
Council would not meet during that time.
Mayor Haynie stated that under State Law, this automatically expires
after 61 days, but it does not mean that Council intends for it to be in
effect for 60 days.
Ms. Landing asked if Council may discuss helping the Town’s local
businesses.
Mayor Haynie stated that at this time, Council must adhere to what is
on the agenda as published. He stated that what is being discussed
is the ordinance as published. He stated that other items that are
matters of the proclamation as outlined in Chapter 41 may be
changed and issued by the Mayor, and this does not require a vote of
Council.
All present voted in favor. Motion carries 8-0 with Ms. Hyatt being
absent.
IV. Adjourn
There being no further business, Council adjourned at 10:36 a.m.
