MOUNT PLEASANT TOWN COUNCIL TOWN COUNCIL MEETING Tuesday, May 11, 2021, 6:00 p.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane Mount Pleasant, SC 29464 MINUTES Mayor Will Haynie called the Town Council meeting to order at 6:00 p.m. Council members Brenda Corley, Howard Chapman, Laura Hyatt, Kathy Landing, Tom O’Rourke, Jake Rambo, Gary Santos, and Guang Ming Whitley were present. I. PRAYER Chaplain Rich Robinson led Council in prayer. II. PLEDGE Mayor Pro Tempore Tom O’Rourke led Council in the Pledge of Allegiance III. APPROVAL OF AGENDA Mr. Chapman moved for approval; seconded by Mr. Rambo. All present voted in favor. IV. PUBLIC HEARINGS, AWARDS & PRESENTATIONS A. NATIONAL BOATING SAFETY WEEK PROCLAMATION Town Administrator, Eric DeMoura read the National Boating Safety Week Proclamation, which was then presented to Walter Runck, United States Coast Guard Auxiliary, by Mayor Haynie and Town Council. B. CITIZEN RECOGNITION Mayor Haynie and Town Council recognized Jerry Walkowiak, Manager of Belle Hall Chick-fil-A, for answering the call to help our community in the rain to direct traffic during the first round of  COVID vaccines administered at Seacoast Church. Mayor Haynie presented Mr. Walkowiak with the Key to the Town as well as a Certificate of appreciation. C. RECOGNITION OF NATIONAL CHAMPIONSHIP DANCE TEAM Gary Santos, Chairman, Recreation Committee, stated that the Crusaderettes Dance Team from Christ our King-Stella Maris School, made history last month by earning the school’s first national championship title. He said this dance team is made up of 22 girls, from 5th thru 8th grades and coached by Britney Carimi. V. APPROVAL OF MINUTES FROM THE APRIL 5, 2021 SPECIAL TOWN COUNCIL MEETING, THE APRIL 13, 2021 TOWN COUNCIL MEETING, AND THE MARCH 2021 FINANCIAL STATEMENT. Mr. Chapman moved for approval; seconded by Mr. Santos. All present voted in favor. VI. PUBLIC COMMENT Chris Colman, 118 Pitt Street, stated that there is virtually no parking in the business district, noise and residents without a home they are comfortable staying in. Page 2 of 14 He said the first picture is on Sunday, May 8th at 9:09 a.m. He added that the second picture was taken on May 1st at 7:15 p.m. He said the only businesses open are the wine bar and the Old Village Posthouse. He said there are cars parked all the way to the 200 block of Pitt Street. He said there is another restaurant opening which will make this area impassible and will be a disaster for all who live in the area. He said this is caused by the fact that the Town Codes do not impose material restrictions on businesses operating within a few feet of their neighbors. He said this is a residential neighborhood as well as commercial. He said there needs to be real limits on noise and hours of operations. Mr. Coleman stated that the Town also needs to look at the non- conformity ordinance. Louisa Montgomery, corner of Church and Hibben Streets, stated that she recently wrote a letter to Council regarding the intrusion of music from Shem Creek although her home has insulated windows. She would like to confirm what Mr. Colman presented this evening, as well as the possible and probable building of a hotel on the corner of Whilden and Hibben Streets. Walter Brown, III, 437 Venning Street, stated that he is here with an invitation. 56 years ago, Walter G. Brown, Jr., came to Mount Pleasant and saw Lois Brown at Remley’s Point, and they have been Page 3 of 14  married almost 56 years. He would like to extend an invitation to the community especially those who know Mr. Brown. He said they are having a drive-by 56th anniversary celebration for them on June 5, at 5:00 pm. He said his father will turn 88 years old the following day, June 6th. Kevin Cunnane, resident of Dunes West, stated that Council has been provided with evidence that the Mayor was involved in a matter that harmed the emotional well-being of a child. He said nothing was done, so Council endorses this behavior. He said the following is a post from the “Will Haynie for Mayor” Facebook page, which is a photograph taken at the Egypt Road Town park. He said the photograph is of a family at the park, which was obviously taken from a vehicle. He is unsure who took the picture; however, Mayor Haynie chose to post this on social media. He said this is creepy. At the last Council meeting the Mayor complained that he was concerned about his own security. VII. Final Reading: An Ordinance to amend Sections 156.104, Density, and 156.302, Change of Town Boundaries, of Chapter 156, Zoning Code of Ordinances. Amendments include updating the Future Land Use Map designations to align with the newly adopted 2019 Comprehensive Plan, and to update how a parcel is automatically classified upon annexation based on the new Future Land Use Map and any applicable overlays. Adoption: A Resolution to adopt the Capital Improvement Plan for the Town of Mount Pleasant for the Fiscal Years 2022 through 2026. Adoption: A Resolution commemorating the successful Crab Bank Placement. (R.21054) Mr. Chapman moved for approval; seconded by Mr. Santos. Mr. Chapman stated that the staff did a great job putting together Council’s plan. He said there were questions raised by the different agencies; however, staff did an outstanding job responding and putting together a plan. It is because of their efforts that this received approval. Ms. Whitley stated that she would like to thank Mr. Chapman for utilizing his relationships at the federal level to get this across the finish line. Mr. Chapman reiterated that staff did the majority of the work. All present voted in favor. This Resolution SIGNED, SEALED and DELIVERED this date. 5. First Reading: An Ordinance to repeal and replace Code of Ordinances Section 30.35(B) to clarify the Council agenda process and to identify Councilmembers who make agenda requests. (Ord. No. 21044) Ms. Whitley moved for approval; seconded by Mr. Santos. All present voted in favor B. Old Business Final Reading: An Ordinance to adopt and appropriate a budget for the Town of Mount Pleasant for Fiscal Year 2022 (July 1, 2021, through June 30, 2022). (Ord. Executive Session Ms. Whitley moved to convene into executive session; seconded by Mr. Santos. All present voted in favor. Council adjourned into executive session at 6:25 p.m. Council reconvened at 6:28 p.m. Mayor Haynie declared that no actions or votes were taken in executive session.
