One mill equals $1.00 per $1,000 of assessed property value. B. Public Hearing: A Public Hearing to receive input on a proposal to amend Chapter 116 of the Town of Mount Pleasant Code, Section 116.05 entitled Fees, to incorporate television and film production fees. Television and film productions (further defined in the proposed amendments): 1. Low impact filming: $100/permit 2. High impact filming: $250/permit 3. Base camp special event permit if different from the filming location: $50 4. Use of Town property (subject to availability and conditions as may apply) Low impact, including use of Town property for a base camp: (park or facility must remain open to the public, have a small cast and crew, and a short timeframe for filming): $100/day i. High Impact: (typically has an extended timeframe, potential closure or limited access for the public, extensive use of the entire property): $500/day 5. Additional information regarding television and film production fees can be found in the Town’s Filming Policy C. Public hearing: A Public Hearing to receive input on the proposed increase in penalty fees for the Town’s Short Term Rental program. Proposed is a late fee of $100 subject to existing STR Operators after the stated deadline, and a penalty fee of $500 for any STR operating illegally that wishes to apply to become a permitted operator. Final Reading: An Ordinance providing for the annexation of an approximately 4.92 acre tract of land comprised of two parcels located on Chandler Road and depicted as Lot 14B and Lot 14C on a plat recorded by the Charleston County ROD Office in Plat Book L20, Page 455. (Ord. No. 21017) B. Final Reading: An Ordinance providing for the annexation of an approximately 0.93 acre tract of land located at 4335 Tobacco Road and depicted as Lot 45 on a plat recorded by the Charleston County ROD Office in Plat Book EG, Page 763. (Ord. No. 21018) C. Final Reading: A Series and Supplemental Ordinance providing for the issuance and sale of not exceeding $17,500,000 Town of Mount Pleasant, South Carolina, Waterworks and Sewer System Revenue Refunding Bonds, Series 2021, and other matters relating thereto. (Ord. No. 21020) D. Final Reading: An Ordinance to approve of a Lease Agreement with Trident Technical College, relative to the property located at 1004 Hungryneck Boulevard. (Ord. No. 21021) E. Final Reading: An Ordinance granting an easement to Mount Pleasant Waterworks on property owned by the Town of Mount Pleasant located on Six Mile Road (Fire Station No. 4). (Ord. No. 21022) Page 3 of 8 F. Final Reading: An Ordinance to amend Chapter 110.22 (A)(1) Purpose and Duration of the Mount Pleasant Code of Ordinances. (Ord. No. 21023) G. Final Reading: An Ordinance to amend Chapter 132.04 of the Mount Pleasant Code of Ordinances entitled Disturbing Schools Prohibited. (Ord. No. 21024) H. Final Reading: An Ordinance to amend Code of Ordinances Sections 30.35(B) related to placing matters on Council Agendas (Ord. No. 21025) VIII. PLANNING A. NEW BUSINESS 1. First Reading: An Ordinance to rezone from R-3, Medium Density Residential District, to TH, Townhouse District, an approximately 2.90 acre tract of land comprised of eleven (11) parcels located on Queens Court, between Garland Road and Harborgate Drive. Also proposed is to incorporate parcels into the Coleman Boulevard Overlay District. (Ord. No. 21026) 2. First Reading: An Ordinance to amend Sections 156.104, Density, and 156.302, Change of Town Boundaries, of Chapter 156, Zoning Code of Ordinances. Amendments include updating the Future Land Use Map designations to align with the newly adopted 2019 Comprehensive Plan, and to update how a parcel is automatically classified upon annexation based on the new Future Land Use Map and any applicable overlays. (Ord. No. 21027) 3. First Reading: An Ordinance to amend Section 156.318, Boulevard Overlay District, of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances. Proposed is to amend the density allowed for residential uses in the Overlay District. (Ord. No. 21028) Page 4 of 8 4. First Reading: An Ordinance to amend Code Section 152.27, Standards for Subdivision Proposals, of Chapter 152, Flood Damage Prevention, of the Mount Pleasant Code of Ordinances. Proposed is to amend the standards for sketch plan approval for residential lots located within the Old Village Stormwater Area. (Ord. No. 21029) B. OLD BUSINESS Final Reading: An ordinance to amend Sections 156.340 – 156.345 of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances pertaining to Short Term Rentals. Proposed is to amend the entire ordinance to address several concerns, including but not limited to such things as lowering the maximum number of short term rentals, annual renewal requirements and submittal processes, and violations and penalties for noncompliance.
