SPECIAL TOWN COUNCIL MEETING
Tuesday, January 10, 2023, 5:00 p.m.

MINUTES
1. Call to Order
Mayor Haynie called the meeting to order at 5:00 p.m. Brenda Corley,
Laura Hyatt, Jake Rambo, Carl Ritchie, John Iacofano, Gary Santos,
Guang Ming Whitley and Howard Chapman were all present.
2. Public Comment
Warren Player, 10 Pirates Cruz at the corner of Middle Street stated
he is here to voice additional comments that all of the citizens in that
area of the Old Village have made about Mr. Thomas lot and what he
wants to do with his house. He said he served on the Old Village
Historic Commission for several terms, as well as a variety of other
committees over the years. He asked if Council does not back the
commissions, then why have them. He asked them to back the
decisions of the various committees.
3. Executive Session
Mr. Rambo moved to go into executive session to discuss the items
listed on the agenda, seconded by Mr. Santos. All present voted in
favor.
The meeting was adjourned into executive session at 5:02 p.m.

(1)Consideration of applications to serve on the Commercial
Design Review Board
b.Legal and Contractual
(1)Discussion and possible action regarding the potential lease
of property in support of community arts.
(2)Update on pending litigation entitled Craig Thomas vs. Town
of Mount Pleasant, et al (2022-CP-10-1837 and 2022-CP-10-
2041)
4.Post Executive Session
Council may take action on any item, including any subsection of
any section, listed on an executive session agenda or discussed in
an executive session during a properly noticed meeting.
Mayor Haynie reconvened the meeting at 5:57 p.m.
Mr. Chapman moved to reappoint Elissa Morrison and Richard
Lambert to the Commercial Design Review Board, seconded by
Ms. Hyatt. All present voted in favor.
Ms. Corley moved to direct the Town Administrator to negotiate
as discussed in executive session in regard to a potential lease of
property in support of community arts, seconded by Ms. Whitley.
All present voted in favor.
Ms. Whitley moved to proceed as discussed in executive
session with regards to pending litigation Craig Thomas vs. the
Town of Mount Pleasant, seconded by Mr. Ritchie. All present
voted in favor.
5. Adjourn
There being no further business, the meeting was adjourned at 5:59
p.m.
