SPECIAL TOWN COUNCIL MEETING Tuesday, February 14, 2023, 5:00 p.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES 1. Call to Order Mayor Haynie called the meeting to order at 5:00 p.m. Howard Chapman, Laura Hyatt, Gary Santos, Jake Rambo, John Iacofano, Guang Ming Whitley and Carl Ritchie were all present. Ms. Corley was not present at call to order but participated via telephone during the executive session discussion. 2. Public Comment There were no public comments. 3. Executive Session Mr. Santos moved to go into executive session to discuss the items as stated by Mayor Haynie and listed on the agenda, seconded by Mr. Chapman. All present voted in favor (Ms. Corley was not present for the vote). The meeting was adjourned into executive session at 5:01 p.m. a.Personnel (1)Consideration of applications to serve on the Commercial Design Review Board (2)Consideration of applications to serve on the Board of Zoning Appeals (3)Consideration of applications to serve on the Historic District Preservation Commission b.Legal and Contractual (1)Discussion and possible action regarding funding agreement and lease of property for economic development (2)Legal advice pertaining to a moratorium on certain multi- family structures 4.Post Executive Session Council may take action on any item, including any subsection of any section, listed on an executive session agenda or discussed in an executive session during a properly noticed meeting. Mayor Haynie reconvened the meeting at 6:05 p.m. stating no action had been taken. Ms. Corley left the meeting via telephone prior to the special Council meeting being reconvened. Ms. Hyatt moved to appoint Mr. John Hackenberg to the Historic District Preservation Commission, seconded by Mr. Santos. All present voted in favor. Mr. Chapman moved to appoint Mr. Richard Perez to the Commercial Design Review Board, seconded by Mr. Santos. All present voted in favor. Ms. Whitley moved to appoint Ms. Molly Hall to the Board of Zoning Appeals, seconded by Mr. Ritchie. All present voted in favor. Mr. Iacofano moved to approve the funding agreement and lease of property for economic development as discussed in executive session, seconded by Ms. Hyatt. All present voted in favor. 5.
