Tuesday, March 14, 2023, 5:00 p.m.

MINUTES
1. Call to Order
Mayor Haynie called the meeting to order at 5:00. Brenda Corley, Howard
Chapman, Laura Hyatt, Gary Santos, John Iacofano, Guang Ming Whitley
and Carl Ritchie were all present. Jake Rambo was absent.
2. Public Comment
Gary Davis, 849 Bulls Bay Boulevard, stated he was there to speak
in support about leasing the property in East Cooper Plaza as an arts and
cultural center.
Eugenia Felsinger, 960 Scotland Drive stated East Cooper Plaza is
in her neighborhood. She spoke in support of leasing the property as an
arts center, and would like to see strong development between this area
all the way to Dragoon. She would also like to see a few more
handicapped parking spaces.
Mark Chestnut, 155 Wingo Way spoke in support of a performing
arts center.
Pam Hricik, 945 Pine Hall Road spoke in support of an arts center.
Abby Hricik, 945 Pine Hall Road spoke in support of an arts center.
Melanie Casson, 1481 Center Street Extension stated she was in
support of in arts center.
Daniel Brownstein, stated he was there to advocate for the Town
leasing the larger of the two spaces being considered for an arts center.
Perry Roark, 2004 Brick Kiln Parkway spoke in support of having a
space that can support all art forms.
Liz Duran, Wakendaw Lakes, stated there has never been a
community theater that was sponsored by the Town and she would like to
see the larger space considered.
3. Executive Session
Ms. Whitley moved to go into executive session for the reasons
stated on the agenda, seconded by Mr. Chapman. All present voted in
favor.
The meeting was adjourned into executive session at 5:18 p.m.

(1) Consideration of Police, Judicial & Legal Committee
recommendation for Municipal Judge appointment
(2) Consideration of applications to serve on the Commercial
Design Review Board
(3) Consideration of applications to serve on the Culture, Arts and
Pride Commission
(4) Consideration of applications to serve on the Board of Zoning
Appeals
b. Legal and Contractual
(1) Discussion and possible action related to options for a Town of
Mount Pleasant community arts facility
(2) Legal advice on potential litigation regarding a commercial
piece of property
4. Post Executive Session
Council may take action on any item, including any subsection of any
section, listed on an executive session agenda or discussed in an
executive session during a properly noticed meeting.
Mayor Haynie reconvened the meeting at 5:59 p.m. stating no
votes or action had been taken.
Ms. Whitley moved to appoint Ms. Kelley Young as a municipal
judge for the Town of Mount Pleasant, seconded by Mr. Ritchie. All
present voted in favor.

Mr. Chapman moved to appoint Mr. Joseph Belton to the
Commercial Design Review Board, seconded by Ms. Hyatt. All present
voted in favor.
Ms. Whitley moved to reappoint Kathryn Whitaker and Bren
Monteiro and appoint Nicole Seitz to the Culture, Arts and Pride
Commission, seconded by Mr. Chapman. All present voted in favor.
Mr. Chapman moved to reappoint Megan Finch Stevens to the
Board of Zoning Appeals, seconded by Ms. Whitley. All present voted
in favor.
5. Adjourn
There being no further business, Mayor Haynie adjourned the meeting
at 6:01 p.m.
