MINUTES
1. Call to Order
Mayor Haynie called the meeting to order at 5:30 p.m. Daniel Brownstein,
Howard Chapman, Guang Ming Whitley, Jake Rambo and John Iacofano
were all present at call to order. Carl Ritchie was absent. Laura Hyatt
and Gary Santos arrived during executive session.
2. Public Comment
Denise Fugo, Executive Director, Housing for All Mount Pleasant, 2222
Ashley River Road, stated her comments are in regard to Faison Road.
She said most of her life she has submitted requests for proposals for a
number of agencies and typically when the contract does not get executed
by the person that submitted the winning bid, the entity will go back to the
other agencies that submitted responses. Ms. Fugo said Housing for All
Mount Pleasant would like to partner with the Town for the affordable
housing piece. She said they collect poll data on their website for people
in need of rentals of housing in Mount Pleasant and it is very interesting
data. She stated all their employers need help and this project is more
economic development than it is housing. Ms. Fugo said Housing for All
Mount Pleasant did not get the winning bid, and now we are two years
behind and the housing crisis is much more severe than it was in 2020.
She is asking if they can help expedite the project, and stated they have
investor groups that they work with and are raising money internationally.
She asked Council to consider Housing for All Mount Pleasant to assist
with this project.
3. Executive Session
Mr. Rambo moved to go into executive session for the reasons stated on
the agenda, seconded by Ms. Whitley. All present voted in favor. (Mr.
Santos and Ms. Hyatt were not present for the vote, and Mr. Ritchie was
absent from the meeting.) The motion carried with a 6-0 vote.
The meeting was adjourned into executive session at 5:32 p.m.

4. Post Executive Session
Council may take action on any item, including any subsection of
any section, listed on an executive session agenda or discussed in
an executive session during a properly noticed meeting.
Mayor Haynie reconvened the meeting at 5:55 p.m. stating no votes or
action had been taken.
Ms. Whitley moved to authorize staff to negotiate a contract to be
executed by the Town Administrator for the terms presented in executive
session, seconded by Mr. Rambo. All present voted in favor. The
motion carried 8-0.
5. Adjourn
There being no further business, the meeting was adjourned at 5:56
p.m.
