SPECIAL TOWN COUNCIL MEETING Tuesday August 13, 2024 4:45 p.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES 1. Call to Order Mr. Rambo called the meeting to order at 4:49 p.m. Daniel Brownstein, Laura Hyatt, John Iacofano and Carl Ritchie were all present. Mayor Haynie was absent. Guang Ming Whitley arrived at 4:50 p.m., Howard Chapman arrived at 4:57 p.m. and Gary Santos arrived at 4:49 p.m. 2. Public Comment Marie Louise Moreto, 1133 Liberty Court stated she was representing the Mount Pleasant Community Arts Center Committee and she is also a member of the Mount Pleasant Artists Guild (Ms. Whitley arrived at 4:50 p.m.). She stated support of local artists is essential, and she believes before a final decision on a temporary arts space is made, the basic needs of art organizations and the artists should be considered. She stated it is her opinion that the Riverview Worship Hall has the most potential to be used as a temporary arts center. She said local artists and performers can be a potent force for spreading the word and generating enthusiasm for this project. Carol Hallman, Parsonage Woods Lane thanked Council for this effort to find a temporary arts center. She stated it has been difficult for the Seaside Community Choir and the Mount Pleasant Community Orchestra to find a suitable place for weekly rehearsals. She asked that Council please schedule a time for the orchestra and choir directors to visit any potential facility before a final decision is made as there are many factors to consider. Diane Vincent, 242 6th Avenue stated she is an artist, art therapist and an art teacher and said she just found out about this exciting news about a potential community arts center. She said it would be nice to have a space where she could see clients or have art therapy groups. (Mr. Chapman arrived at 4:57 p.m.) Eric Vincent, 242 6th Avenue stated he is a children’s book author and illustrator, and he is excited to hear about this possible arts center. He said he would like to speak in support as this kind of space would be enormously helpful for community outreach. (Mr. Santos arrived at 4:59 p.m.) Lucy Richmond, Vice President of the Mount Pleasant Artists Guild stated her organization highly supports this project. 3. Executive Session Mr. Brownstein moved to go into executive session to discuss the items listed on the agenda as read by Ms. Whitley, seconded by Mr. Rambo. All present voted in favor. The meeting was adjourned into executive session at 5:01 p.m. a. Personnel Consideration of applications to serve on the GREEN Commission b. Legal and Contractual 1. Update on pending litigation captioned James N. Deierlein, Jr., et al. vs. the Commission of Public Works for the Town of Mount Pleasant, et al. (Case No. 2023-CP-10-01688). 2. Possible action regarding lease options for the Community Arts Center space 4. Post Executive Session Council may take action on any item, including any subsection of any section, listed on an executive session agenda or discussed in an executive session during a properly noticed meeting. Ms. Whitley reconvened the meeting at 6:00 p.m. stating no votes had been taken. Mr. Chapman moved to reappoint Susan Johnson, Andrea Martin, Lia Colabello, and David Quick to seats 1 - 4, and to appoint Jaclyn Busching to vacant seat 5 on the GREEN Commission, seconded by Mr. Brownstein. All present voted in favor. Mr. Iacofano stated he recused himself from Item b.1 and did not attend that portion of the executive session discussion. Ms. Whitley stated there is no action to be taken on this item. Page 2 of 4 Mr. Iacofano moved to authorize staff to negotiate and execute a lease as discussed in executive session in regards to Item b.2, seconded by Mr. Brownstein. All present voted in favor. 5. Recognition of Police Explorers Chief Arnold recognized the Police Explorers, and thanked Captain Carter for his leadership with this program. 6. Recognition of U15 Surf Soccer National Champions Mr. Iacofano recognized the U15 Surf Soccer team for their national championship. Page 3 of 4 7.
