SPECIAL TOWN COUNCIL MEETING

AGENDA
1. Call to order
Mayor Haynie called the meeting to order at 12:16 p.m. Daniel
Brownstein, Howard Chapman, Laura Hyatt, Jake Rambo, John
Iacofano and Gary Santos. Guang Ming Whitley and Carl Ritchie
were both absent.
Mayor Haynie asked for a moment of silence for those impacted by
the storm and those who lost their lives.
Mayor Haynie asked if there were any public comments, and there
were none.
2. Action to establish a Millage Rate and Sales Tax Credit
Factor
Tammy Harness gave the following presentation.

Mr. Rambo moved to approve as recommended by the Finance
Committee, seconded by Mr. Brownstein.
Mayor Haynie said that by adding one mil would be for debt millage
and he understands it cannot be used for a revenue bond. He said
we cannot set one mil aside and say it is for a revenue bond. Mr.
Pagliarini responded in the affirmative.
Mayor Haynie said that mil is being set aside for the purchase of
green space.
There being no further discussion, Mayor Haynie called for the
vote and all present voted in favor. The motion carried 7-0.

4. R-06-24. Towne Centre. Request to amend the Wilson Tract
Planned Development District ordinance (Ord. No. 95041) as it
pertains to an approximately 41.74-acre portion of an
approximately 45.83-acre tract of land known as Towne Centre,
located between Hungryneck Boulevard and U.S Highway 17
North and identified by TMS Nos. 558-00-00-096, 558-00-00-098,
558-00-00-100, 558-00-00-102, 558-00-00-340, 558-00-00-387, and
558-00-00-399. Proposed Amendments specifically pertain to
expansion of master plan onto 558-00-00-102, and governing
development standards, including an increase in height, density,
and signage allowances. Review of Impact Assessment and
Conceptual Plan to be conducted as well.
5. Annexations
a. A-05-24. Request to annex an approximately 0.58-acre tract of
land located at 1296 Venning Road, identified by TMS No. 562-
14-00-018 and depicted on a plat recorded by the Charleston
County ROD Office in Plat Book H, Page 026.
6. Review of Planning Commission recommendations from the
September 18, 2024 Meeting
a. Roper Site Medical Building. Review of Impact Assessment &
Conceptual Plan for a 4.56-acre parcel located at 512 Johnnie
Dodds Boulevard. Identified by TMS No. 514-00-00-070,
property is further indicated on a plat recorded by the

Currently proposed is a 68,000 SF medical building.
7. Recommendation for approval from Historical Commission for a
Monument and Memorial application for the naming of the dog
park at Waterfront Memorial Park – Richard “Richie” Cliff
8. Discussion of Design Review Board Guidelines
9. Request from HDPC to conduct an updated survey within the
OVHD
