MOUNT PLEASANT TOWN COUNCIL Special Council Meeting Tuesday, May 13, 2025, 4:30 PM Council Chambers Mount Pleasant Municipal Complex 100 Ann Edwards Lane, Mount Pleasant, SC 29464 Minutes Listen to the recording here. 1. Call to Order Mayor Will Haynie called the special Town Council meeting to order at 4:30 p.m. on May 13, 2025. 2. Public Comment Pam Ireland, president of the Harbor Watch Homeowners Association, addressed the council regarding legal matters to be discussed in executive session. She spoke about two Board of Zoning Appeals cases involving the marsh adjacent to Harbor Watch neighborhood. Ireland emphasized that the board made well-founded decisions in both cases based on different circumstances and the required criteria under the code. She expressed support for both decisions and stressed that obtaining a variance is just one step in the building process, with separate scrutiny required for permits. 3. Executive Session A. Legal & Contractual Items (1) Legal advice related to water service to the Town of Mount Pleasant Fire and Police Training Facility. (2) Legal advice related to threatened and pending litigation involving properties adjacent to marshlands, including pending litigation captioned William Nathaniel Horton vs. Town of Mount Pleasant Board of Zoning Appeals (2024- CP-10-6321 B. Personnel (1) Annual Performance Evaluation of Town Administrator (2) Annual Performance Evaluation of Corporation Counsel (3) Consideration of applications to serve on the Board of Zoning Appeals (2 vacancies)  (4) Consideration of applications to serve on the Construction Board of Adjustments (4 vacancies) (5) Consideration of applications to serve on the Historical Commission (3 vacancies) (6) Consideration of applications to serve on the Historic District Preservation Commission (1 vacancy) (7) Consideration of applications to serve on the Planning Commission (2 vacancies) Mayor Haynie read the list of items to be discussed in executive session, including legal and contractual items, personnel matters, and consideration of applications for various boards and commissions. Mr. Santos made a motion to go into executive session for the reasons published and stated, seconded by Mr. Chapman. All present voted in favor. The motion passed unanimously. The council entered executive session at 4:34 p.m. with plans to reconvene at 5:30 p.m. 4. Post Executive Session (Reconvene at 5:30 p.m. to continue open session.) Upon reconvening at 5:32 p.m., Mayor Haynie stated that no votes were cast and no action was taken during the executive session. However, several motions would be made based on the information and deliberations from the session: ● Legal action related to fire and police training facility: Ms. Whitley made a motion to approve legal action related to fire and police training facility as discussed in executive session. Mr. Chapman seconded the motion. The motion passed unanimously. ● Town Administrator contract: Mr. Iacofano made a motion to approve the contract as presented in executive session for the town administrator. Ms. Whitley seconded the motion. The motion passed unanimously. ● Corporation Counsel contract: Page 2 of 7  Mr. Iacofano made a motion to approve the contract as presented in executive session for the corporation counsel. Mr. Tinkey seconded the motion. The motion passed unanimously. ● Board of Zoning Appeals appointments: Mr. Chapman made a motion to reappoint Stephen Wood to the Board of Zoning Appeals and to appoint Joan Spier for position number 7. Ms. Whitley seconded the motion. The motion passed unanimously. ● Construction Board of Adjustments appointments: Ms. Hyatt made a motion to reappoint Anne Derbyshire, Annise Blackwell, and Teresa Martinez for seats 1, 2, and 3 of the Construction Board of Adjustments, and to nominate Taylor Porter for seat number 5. Mr. Santos seconded the motion. The motion passed unanimously. ● Historical Commission appointments: Mr. Iacofano made a motion to reappoint Janon German, William Hine, and Danielle Cox for seats 5, 6, and 7 of the Historical Commission. Mr. Brownstein seconded the motion. The motion passed unanimously. ● Planning Commission appointments: Mr. Rambo made a motion to appoint Kevin Berry for seat number 4 and to reappoint Pamela Ireland for seat number 5 of the Planning Commission. Mr. Chapman seconded the motion. The motion passed unanimously. 5. National Tennis Month Proclamation Ms. Hyatt presented a proclamation declaring May 2025 as National Tennis Month in the Town of Mount Pleasant. The proclamation highlighted the benefits of tennis, the efforts of the United States Tennis Association (USTA) and local tennis clubs in promoting the sport and encouraged residents of all ages to stay active and play tennis. Bill Ennis, representing the USTA, thanked the council for their support and mentioned a recent public-private project where the USTA and Page 3 of 7  LCTA donated $35,000 to help refinish local tennis courts. He also commended the town's recreation staff for their excellent work. 6. Recognition of Oceanside Academy Girls Tennis State Champions The council recognized the Oceanside Collegiate Academy girls tennis team for winning their fourth consecutive state title in November 2024. 7. Recognition of High School Lacrosse State Champions A. Oceanside Collegiate Academy Girls Page 4 of 7  The council recognized the Oceanside Collegiate Academy girls lacrosse team for winning the 2025 SCHSL 4A State Lacrosse Championship. B. Lucy Beckham High School Boys and Girls The council recognized both the Lucy Beckham High School girls and boys lacrosse teams for their state championship victories: ● Lucy Beckham High School Girls Lacrosse Page 5 of 7  ● Lucy Beckham High School Boys Lacrosse 8. Recognition of Special Olympics State Basketball Tournament Champions Shelley Davis presented the MPRD (Mount Pleasant Recreation Department) Basketball Stingers, noting that the unified program has been running for over 20 years. The team won gold medals at the local tournament on Daniel Island and went undefeated at the state tournament in Columbia. Davis also recognized other Special Olympics athletes present in the audience, including golf and swim teammates. She invited the council members to participate in a kickball game against the gold medalist team in the summer. Mayor Haynie mentioned that some of the athletes had traveled to Denver twice for the All-America City competition. Page 6 of 7 9.
