Mr. Owens called the meeting to order at 10:03 a.m.
1. Approval of Minutes from the August 8, 2018 meeting
Ms. Landing moved for approval; seconded by Mr. Santos. All present
voted in favor.
2. Public Comments
[None]
3. Award of contract for the construction of Shem Creek pedestrian
walkway and pocket park
Mr. DeMoura stated that there are excellent contract recommendations
that Mr. Griles will review.
Mr. Griles stated that this is for Phase III improvements and includes a
pedestrian walkway that runs parallel to the bridge and the pocket park
between Red’s Ice House and RB’s Seafood Restaurant. He said the
walkway will include a viewing platform and a covered shelter. The
walkway will be ADA compliant and the construction timeframe is
approximately six months. He said three bids were received and the low

responsive and responsible bid was from Cape Romain Contractors, Inc.
He stated that staff would like to recommend contracting with Cape
Romain Contractors, Inc., in the amount of $1,748,000 which will be
contingent upon approval of a permit from the US Coast Guard and the
South Carolina Department of Transportation.
Kevin Mitchell, Town Engineer, stated that this is an exciting project. He
introduced the structural engineer, Jen Hayes, who was also involved in
the Phase II project and designed this project. He also introduced Cliff
Haugh, with Cape Romain Contractors, Inc.
He stated that the boardwalk will extend from the sidewalk on the east
side to the west side. He said it is approximately 260 linear feet total. He
said the width varies, with the viewing area at approximately 16 feet
wide. He said the handrail height will be 42 inches high, consistent with
Phase II. He stated that this will be an IPE decking. He stated that the
railing is designed to meet the ADA specifications. He said there will be an
elm tree that is eight inches in diameter, which is a tall tree with upward
drawing canopy, which will retain its leaves year-round. He said the
covered bridge was positioned off to the side to prevent the blocking of
the traffic when you go over Shem Creek. He said it will tie in to the other
side.

Mr. Mitchell stated that there will also be a pocket park, which is the
third element of Phase III. He said there will be a nice brick paver
entrance. He added that some of the palm trees will be repositioned into
the landscaping and seating area, as well as interpretive signage. He said
there will be some rocking chairs at the end, making this a very special
place.
Mr. Owens stated that it is apparent that a great deal of effort went into
this, as it looks like a great plan. He expressed his gratitude to staff for all
their hard work. He asked if there was an anticipated start date planned.
Mr. Mitchell stated that they are looking at early October, as there is still
permitting to be obtained from the US Coast Guard and SCDOT. He said
they are hoping for completion prior to the summer season of 2019.
Mr. Santos asked if the walkway going toward the water will have access
to the docks and the pocket park.
Mr. Mitchell stated that it will not. He stated that they are going to
maintain the entrance to Red’s Ice House on the side and it will be railed
off along the edge.

Mr. Santos stated that previously there was a pocket park in that area
prior to it becoming a dog park. He said Red’s Ice House now allows dogs
and asked if there would be an area for dogs.
Mr. Mitchell stated that some dog waste dispensers could be added;
however, there will not be a green area, only landscaping on the side. He
said dogs will not be prohibited.
Ms. Landing moved to award, according to staff’s recommendation, the
contract for the Shem Creek Pedestrian Walkway and Pocket Park to Cape
Romain Contractors, Inc., in the amount of $1,748,000 to construct this
project, contingent upon the US Coast Guard and South Carolina
Department of Transportation permit approvals; seconded by Mr. Santos.
All present voted in favor.
4. Award of contract for electrical upgrades to recreation fields
Mr. Griles stated that in the prior fiscal year, the Town completed the
upgrades to fields #2 and #3 at the Duffy Baseball Complex on Center
Street. This year, the Town is completing the Duffy fields and upgrading
field #1. Staff evaluated the responses and Chambers & Associates was
the lowest responsive and responsible bidder; however, their bid

exceeded the Town’s budget. Staff negotiated with Chambers &
Associates, Inc., and was able to reduce the bid amount for all work to a
revised amount of $308,300 which is a total reduction of $5,500. Staff
recommends contracting with Chambers & Associates, Inc., in the
amount of $308,300 to perform the electrical upgrades at the Duffy
Baseball Complex recreation field #1. He said the work will be performed
during the December/January timeframe.
Mr. Griles stated that the picture illustrates the low-profile lighting, which
is a significant improvement over the existing lighting.
Mr. Santos moved to approve staff’s recommendation to contract with
Chambers & Associates, Inc., in the amount of $308,300 to perform the
electrical upgrades at Duffy Baseball Complex Recreation field #1 as
described by staff; seconded by Ms. Landing. All present voted in favor.
5. Award of contract for Police body cameras
Mr. Griles stated that in February 2018, the Police Department applied
for special funding through the South Carolina Department of Public
Safety’s Body-Worn Cameras Fund. On August 16, 2018 the Town
received notification of award for funding in the amount of $62,095.55 to
purchase body worn cameras. In June 2018, the Town purchased
WatchGuard in-car cameras and server through a State contract for in-car
cameras and found the equipment to be very reliable. Given the effective
results of the in-car camera system, the Police Department recently
submitted a sole source request to purchase 175 Vista HD WiFi body
cameras and associated software from the current in-car camera

manufacturer, WatchGuard, Inc. The WatchGuard cameras are only
available directly from WatchGuard as there are no dealers or resellers of
the equipment. These WatchGuard cameras are the only cameras
available that will sync with the in-car systems due to proprietary
technology. This integrated system between body-worn and in-car
camera systems on one platform can automatically link together to
provide evidence. WatchGuard, Inc., submitted a bid in the amount of
$246,612.50. The body-worn cameras will be partially funded by the
Body-Worn Cameras Fund in the amount of $62,095.55. The balance is
within the budget. He stated that staff would like to recommend
awarding a contract to WatchGuard, Inc., in the amount of $246,612.50
to purchase 175 Vista HD WiFi Police body cameras and associated
software. He stated that in the next illustration, the officer is pressing
one button, which is all that is required to activate the cameras.
Mr. Owens asked if the $246,612.50 includes the $62,095.56.
Mr. Griles responded in the affirmative.

to WatchGuard, Inc., in the amount of $246,612.50 to purchase 175 Vista
HD WiFi Police body cameras and associated software; seconded by Mr.
Santos. All present voted in favor.
