TOWN OF MOUNT PLEASANT, SOUTH CAROLINA BIDS AND PURCHASES COMMITTEE Monday, December 3, 2018 Municipal Complex, Committee Meeting Room, 3rd Floor 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES PRESENT Jim Owens, Chairman; Gary Santos, Kathy Landing STAFF PRESENT Eric DeMoura, Town Administrator, Marcy Cotov, Chief Financial Officer, Rick Griles, Procurement Officer Mr. Owens called the meeting to order at 8:45 a.m. 1. Approval of Minutes from the November 5, 2018 meeting Mr. Santos moved for approval; seconded by Mr. Owens. All present voted in favor 2. Public Comments [None] 3. Award of contract for rolling trash carts Mr. Griles stated that the Town previously purchased rolling trash carts as a sole source, and staff is again requesting to purchase as a sole source procurement from Amick Equipment Co., Inc. They are the exclusive distributor. Staff is requesting to purchase 6,676 each of the Toter 96- gallon carts, and they are intended for curbside collection of solid waste. They are used with the old system and are compatible with the new collection system. Staff recommends the purchase of these rolling trash carts from Amick Equipment Company, Inc., in the amount of $389,244.45. Award of contract for Construction Manager at Risk Services for the Replacement/Expansion of Fire Station #4 Mr. Griles stated that this is an alternative procurement selection from your typical design, bid, build method. Staff previously selected an architect through a Request for Qualifications and they were awarded the design. This the next phase is a two-part process. Staff solicited proposals under a Request for Qualifications from firms and then followed it with a Request for Proposals (RFP) solicitation to the short- listed firms for construction management at risk services. This Committee already selected the architect. Staff received six proposals with the Request for Qualifications and short listed four firms for the RFP phase and they all submitted proposals. The selection committee evaluated the firms and unanimously voted to enter negotiations with Hood Construction Company, Inc. Based on their recommendation, staff requests permission to enter into negotiations with Hood Construction Company, Inc. and if successful contract with them. If negotiations are unsuccessful, staff requests permission to negotiate with the next ranked firm, Monteith Construction Corporation; and if those are unsuccessful then requests permission to negotiate with the next ranked firm, Fraser Construction Company. Mr. Owens noticed there were no costs associated. Mr. Owens asked if staff conducted a cost analysis. Mr. Griles stated that in the solicitation request for proposals process firms are to submit a fixed priced for the initial part of their contract, and then as we go through the process, staff ask the firms to submit a guaranteed maximum price for construction. The benefit of this process is that it provides a collaborative process for the architect, the owner, and the construction manager at risk. Mr. Owens asked if we have a cost not to exceed a certain amount. Bids & Purchases Committee December 3, 2018 Page 3 Mr. Griles stated in the negative and that it depends on the design. The design is in development now with the architect. As that process goes along, then staff will sit down and the construction manager at risk would come up with the guarantee maximum price. Staff would review the guaranteed maximum price and negotiate as warranted. With this process, the construction manager at risk assumes responsibility for any cost overruns beyond their contract guaranteed maximum price. Ms. Cotov stated that this is the pre-construction design, so the price range is $11,000 or less for this first piece. When we go to the guaranteed maximum price, staff will bring that back to this Committee. This is for the preconstruction. Ms. Landing made a motion to direct staff to enter negotiations and contract with Hood Construction Company, Inc., to provide construction management at risk services for the replacement expansion of Fire Station #4, and if this goes unsuccessfully, staff would be able to move forward with negotiations with Monteith Construction. If that does not work out, they can go directly to Frasier to negotiations without having to come back to this Committee. Mr. Santos seconded the motion. All present voted in favor. 5.
