Call To Order Chairman Daniel Brownstein called the meeting to order at 8:15 AM, offering a brief informal welcome and noting that the meeting followed the Independence Day holiday weekend. Council Member Alex Crosby and Council Member Mike Tinkey were also present. 2. Approval Of Minutes From The June 1, 2026 Meeting Motion to approve the minutes from the June 1, 2026 meeting was made by Council Member Tinkey and seconded by Council Member Crosby. The motion carried 3-0. 3. Public Comments The Chair invited members of the public to address the committee. No members of the public came forward, and the committee proceeded to the next item. 4. Award Of A Contract For The Design Of Intersection Improvements At Venning Rd And Hungry Neck Blvd Chief Financial Officer Tammy Harness presented a recommendation to award a design contract for intersection improvements at Venning Road and Hungry Neck Boulevard. It was noted that the Bids and Purchases Committee had previously approved the establishment of on-call agreements with consultants to perform transportation engineering and development services, and that this project would be executed under that framework. Bids & Purchases July 6, 2026 Page 2 This project includes field surveys to determine accurate elevations and locations of existing facilities, development of preliminary and construction plans illustrating alignment, grades, cross sections and construction limits, as well as traffic signal design. The project also encompasses drainage calculations, a stormwater design report, a stormwater pollution prevention plan, and an erosion control plan to facilitate permitting. The estimated duration for design and permitting is approximately 365 days. Staff determined that HDR Engineering Incorporated of the Carolinas is the appropriate firm to design the intersection improvements and recommended them for contract award. Council Member Brownstein noted that he drives through the intersection frequently and observed that traffic on the Venning Road approach to Hungry Neck Boulevard regularly stacks past the adjacent gas station driveway. He expressed support for the project, specifically noting that separating through traffic from right-turn movements would meaningfully improve intersection flow. Council Member Tinkey also remarked on the Town's good fortune in having the infrastructure programs and prior leadership that make investments of this kind possible. Motion to approve the award of a contract to HDR Engineering Incorporated of the Carolinas in the amount of $133,720.68 for design services was made by Council Member Tinkey and seconded by Council Member Crosby. The motion carried 3-0. 5. Award Of A Contract For The Construction Of The Ferry Street And Pitt Street Inlet Conversion Ms. Harness presented a recommendation for the award of a construction contract for the Ferry Street and Pitt Street inlet conversion. This project also falls under the Town's previously approved on-call agreements for stormwater repair and rehabilitation services. The project will convert an existing grate inlet to a curb inlet to improve drainage performance and reduce the likelihood of debris-related blockages. The work was initiated in response to recurring flooding at the intersection caused by debris clogging the existing inlet. Additional project goals include repaving the intersection to facilitate stormwater flow to the new inlet and installing a crosswalk to improve pedestrian safety and accessibility at a high-traffic crossing. The estimated project duration is approximately 90 days. Bids & Purchases July 6, 2026 Page 3 Council Member Tinkey expressed strong support for the project, noting that the area is heavily traveled by pedestrians and experiences significant flooding events, at times requiring staff to physically enter the water to clear blockages. Staff recommended contracting IPW Construction Group LLC for this work. Motion to approve the award of a contract to IPW Construction Group LLC in the amount of $185,529.84 for the inlet conversion was made by Council Member Tinkey and seconded by Council Member Crosby. The motion carried 3-0. 6. Award Of A Contract For The Queens Court Stormwater Pipe Replacement Ms. Harness presented a recommendation for the award of a construction contract for the Queens Court stormwater pipe replacement, again under the Town's existing on-call stormwater repair and rehabilitation agreements. The project involves removing approximately 230 linear feet of existing 8-inch concrete stormwater pipe and replacing it with 24-inch HP storm pipe to improve drainage capacity. The project was initiated in response to reports of nuisance flooding and confirmed pipe damage caused by root intrusion. The estimated project duration is approximately 90 days. Staff recommended contracting with IPW Construction Group LLC for this work as well. Motion to approve the award of a contract to IPW Construction Group LLC in the amount of $190,140.68 for the stormwater pipe replacement was made by Council Member Crosby and seconded by Council Member Tinkey. The motion carried 3-0. 7. Award Of A Change Order For The Design And Permitting Services For The Dovre And Alhambra Basins Drainage Improvements Ms. Harness presented a recommendation to award a change order to Thomas & Hutton for full design and permitting services for the Alhambra and Dovre Basins drainage improvements. The Town had previously contracted with Thomas & Hutton to perform survey and wetland delineation services for the Alhambra, Dovre, and Saltgrass Point Basins. Since that initial contract, Thomas & Hutton has completed Bids & Purchases July 6, 2026 Page 4 general consulting, survey phase work, wetland delineation, and subsurface utility engineering (SUE) evaluations for the basins. Staff have now determined that full design and permitting services are needed for the Alhambra and Dovre Basins specifically. The expanded scope of work includes additional topographic survey, development of existing conditions models, hydrologic and hydraulic modeling, preliminary design, geotechnical evaluation, final design and construction plans, as well as utility coordination and permitting services for all required federal, state, and local agencies. The estimated project duration is approximately 440 days. Council Member Tinkey asked staff to clarify whether this project was related to the Edwards Basin project for which grant funding had previously been pulled. Kevin Mitchell, Deputy Engineering Development Services Director, confirmed that this is a different basin with a separate grant funding source, and that the Edwards Basin project remains pending approval. Mr. Mitchell further noted that this project would not only upgrade existing pipe capacity but would also include offline improvements to direct additional water into the drainage system, representing a meaningful capacity upgrade for the surrounding area. Regarding timing, Mr. Mitchell indicated that the current grant deadline for permitting is September 2027, with a request for an extension currently pending. Construction is anticipated to begin in 2028. Motion to approve the award of a change order to Thomas & Hutton in the amount of $373,900.00 for full design and permitting services for the Alhambra and Dovre Basins drainage improvements was made by Council Member Crosby and seconded by Council Member Tinkey.
