TOWN OF MOUNT PLEASANT, SOUTH CAROLINA BOARD OF ZONING APPEALS FEBRUARY 28, 2022 MINUTES STAFF REPORT Present: Stephen Wood, vice-chair, Aaron Butner, Elliott Barrow, Giles Branch, Julian Hopkins, Meghan Stevens, Stephen Dukes Staff: Chris Swalhah, Michael Robertson, Lynnette Lynes Mr. Wood called the meeting to order at 6:00 pm. A. Approval of Agenda Mr. Hopkins moved for approval of the agenda. Mr. Dukes seconded the motion. All in favor. B. Approval of Minutes--December 2021 Minutes January 2022 Minutes Mr. Butner moved for approval of the minutes. Mr. Dukes seconded the motion. All in favor. C. Public Comment There being no comments, Mr. Wood closed public comment. D. General Correspondence No correspondence was received. E. Explanation of Procedures Mr. Wood reviewed the procedures with the public. F. Administration of Oath Mr. Wood administered the oath to those speaking. Board of Zoning Appeals February 28, 2022 Page 2 of 3 G. Business 1. Case V-05-2022, Tract A5 Park Avenue Boulevard, TMS# 596-15-00-449. Request for relief from the strict application of §156.173 (B) to allow gravel pervious parking for commercial boat and RV storage. The ordinance requires all parking spaces shall be surfaced with a suitable paving material such as asphalt, concrete or specialty pavers but not gravel or similar material. Mr. Swalhah reviewed staff comments with the Board. Mr. Matt Cline reviewed the request with the Board. There being no comments, Mr. Wood closed public comment. Mr. Wood administered the oath to Mr. Daniel Gowddown. Mr. Gowddown further reviewed the request and noted that that no repairs, maintenance, or washing of the boats would be allowed at the facility. Ms. Stephens moved for approval based on the findings that the criteria to issue a variance has been met because of the flat surface and size of property, the use of a permeable surface is preferred to flat asphalt, the size of the property and lack of elevation and drainage requires an impervious surface, it does not apply to other properties as there are no boat storage facility in proximity, it will not be a detriment to the neighborhood as the gravel will help with drainage. Approval is based on the condition that the Town engineer approves materials and completes an inspection post-installation to ensure everything is properly installed, the property meets all design regulations such as lighting, landscaping etc., and rental contracts prohibit changing oil, boat repairs, etc. that would cause extra run-off and there are no boat washing facilities or washing of boats allowed. Mr. Butner seconded the motion. Motion passed on a 6 to 1 vote with Mr. Butner, Mr. Branch, Mr. Hopkins, Ms. Stevens, Mr. Dukes, and Mr. Wood in favor; Mr. Barrow opposed. H. Approval of Final Orders The Board signed final orders. Board of Zoning Appeals February 28, 2022 Page 3 of 3 I. Election of Officers Mr. Barrow moved to nominate Mr. Wood as Chair, and Ms. Stevens as vice- chair. Mr. Hopkins seconded the motion. All in favor.
