Present: Guang Ming Whitley, Chair, Brenda Corley, Howard Chapman,
Laura Hyatt.
Staff: Eric DeMoura, Michele Reed, David Pagliarini
Ms. Whitley called the meeting to order at 2:45 pm.
1. Approval of Minutes from the January 31, 2022 meeting
Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the
motion.
Mr. Chapman moved to amend the motion to add the following correction to the
minutes:
➢ Page 3, vote on motion to deny zoning request for 1137 Louise Terrace—vote
should be corrected to indicate that the motion failed on a 1 to 3 vote with
Ms. Hyatt in favor; Ms. Whitley, Ms. Corley and Mr. Chapman opposed.
Ms. Corley seconded the motion. All in favor.
Ms. Whitley called for a vote on the amended motion. All in favor.
2. Public Comments
There being no public comment, Ms. Whitley continued with the agenda.
3. Discussion regarding consideration to amend Zoning Code Section 156.171,
Schedule of Off-Street Parking Requirements
Ms. Reed and Mr. Pagliarini reviewed the request with the Commission.
The Commission agreed that a draft recommendation should be reviewed by
the Committee next month.

4. Review of Planning Commission recommendations from the February 16,
2022, Meeting
A. A-5-22 1137 Louise Terrace. Request to Annex an approximately 0.58-
acre tract of land located at 1137 Louise Terrace. Property is identified
by TMS Nos. 559-14-00-013.
Ms. Corley moved to recommended to Town Council approval of the
annexation. Mr. Chapman seconded the motion. All in favor.
B. R-04-22. Request to Zone TH, Townhouse District, 1137 Louise Terrace.
Property is currently zoned R-4, Low Density Residential District, in the
County. Planning Commission recommended denial
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council denial of the zoning
request. Ms. Corley seconded the motion. Motion passed on a 3 to 1 vote with
Ms. Corley, Ms. Whitley, and Ms. Hyatt in favor; Mr. Chapman opposed.
C. R-05-22. Request to amend Coaxum Tract PD, Planned Development
District Ordinance. Proposed is to update development guidelines as
they relate to homes abutting open space in order to remain consistent
with previously approved Conceptual Plan. Development consists of
20.45 acres and identified by TMS nos. 578-00-00-128, 129, 167, 178,
217. Planning Commission recommended approval
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the PD
amendment. Mr. Chapman seconded the motion. All in favor.
5. Discussion and possible action regarding notification of proposed
commercial projects in the Town
Ms. Hyatt stated that she asked this to be discussed.

The Committee agreed that efforts should be expanded through the website and
social media to provide better notification of projects within the Town.
6. Discussion and possible action regarding the Town’s current residential
density allowed as a Conditional Use in Commercial zoned districts
7. Discussion and possible action regarding the Town’s current residential
density in areas designated as Hubs and Redevelopment Centers in the
Comprehensive Plan Future Land Use Map
Ms. Hyatt stated that she asked for these items to be discussed.
The Committee agreed that staff should continue with the zoning re-write and
incorporate any desired changes through that effort.
There being no further business, the meeting adjourned at 3:35 pm.
